One of its efforts is to be involved in supporting the transformation of health technology in the Ministry of Health through Network Strengthening and the Bio Informatic Biomedical & Genome Science Initiative (BGSi).

BGSi is a new initiative of the Indonesian Ministry of Health (MOH). The initiative will act as a multi- institutional ecosystem that aims to support collaborative biomedical and genomic activities in Indonesia by leveraging strengths in technology and infrastructure including biobanking, data management, high throughput sequencing and bioinformatics.

The initiative aims to build a national asset established under the Indonesia Ministry of Health with two major focusses. First, to establish a national biobank focussed on six conditions (diabetes, cancer, stroke, tuberculosis, psoriasis, and rare/genetic diseases) which will store samples from participants where each sample will be connected to a registry that manages all information associated with the participant (demographic and clinical) and second, to generate Whole Genome Sequence information, for each of those participants, that will be curated in a national database. Samples and genomics information from healthy participants will also be collected and generated by this initiative. All samples and data will be made available to researchers nationally and internationally through BGSi.

The initiative will be organised around a headquarter facility located in Jakarta, housed in the MOH repository building and the historical Eijkman building, that will host the biobank and WGS labs respectively. BGSi HQ will manage the registry system and provide technical support for the Hubs and the entire ecosystem. A second and just as important part of the ecosystem is the hospitals (referred to as HUBs) where each HUB is in charge of managing activities related to recruitment, sample collection and tertiary analysis for the disease it has been assigned.

Therefore, UNDP needs 1 Project Associate who will be responsible to support the project implementation according to established SOP, to ensure the laboratory in BGSi HQ operates well, and to provide technical assistance or guidance for BGSi hubs.

The direct supervisor of this activities is BGSI Adviser. She/He will work closely with project team (FMTA, BGSI, and other projects in HEART related to Bio Informatic Biomedical & Genome Science Initiative), operations units, and programme staff in the office to provide support for of biomedical and genome science project implementation and to ensure adequate exchange of information.

Compile and summarize information and data of samples in the Biobank of BGSi ecosystem for the requirements of BGSi project related to sequencing laboratory work plans, proposals on standard operational procedure of biobanking, and other specific project-related topics or issues. Provide comprehensive support in all aspects of project implementation in accordance with the project documents, annual work plans, and other agreements related to biobanking and BGSi activities between cooperated hospitals, government institutions, tertiary institutions, responsible partners, and other relevant stakeholders. Ensure quality of delivery by consultants, beneficiaries, and contracted companies; and communicate findings to the supervisor. Ensure compliance of project business processes with Biobanking and BGSi activities under the Ministry of health and Procedures and Standard Operating Procedures (SOP). When necessary, provide guidance to cooperated hospitals and project staff on business processes, administrative and other requirements and procedures. Support mainstreaming gender equality in the project implementation, including in data collection and compilation. Prepare gender equality background materials for use in discussions, briefings, and correspondence. Provide administrative and logistical support to ensure successful project delivery that includes organizing/coordinating sample storage in the Biobank of BGSi ecosystem, selecting appropriate samples, coordinating sample delivery, maintaining laboratory logistics, project records and files related to biobanking and BGSi activities, cooperating with team members, and supporting contracting activities.

Support partnerships and resource mobilization.

Establish and maintain contacts and cooperation with BGSi team, the cooperated hospitals under ministry of health, government institutions, tertiary institutions, partners, technology provider and other relevant stakeholders. Provide support in updating the database of the relevant dashboard for BGSi team, cooperated hospital biobank under ministry of health and central biobank, and other stakeholders who are counterparts for the project. Ensure regular communication and coordination with BGSi teams and cooperated hospitals, other partners, project counterparts, stakeholders, and beneficiaries; and develop and maintain effective mechanisms for integrating and responding to their feedback and insight. Support creation of high-quality information and visibility of the project activities among the stakeholders; and ensure careful selection of communication tools and tailoring the messages to take into account the overall socio-political and development context in host countries. Undertake horizon scanning and explore opportunities for resource mobilization in consultation with direct supervisor in cooperated hospitals and BGSi teams.

Provide support to the effective monitoring, evaluation, and reporting on progress of project implementation.

Support implementation of the project monitoring system for cooperated hospitals under the Ministry of Health related to BGSi activities, especially for biobanking and in alignment with its Monitoring and Evaluation framework to ensure effective information sharing, provision of feedback, and elaboration of high-quality progress reports. Collect, analyze and present information for monitoring and evaluating project implementation against project targets and for audit purposes. Identify gaps in implementation and provide support in bridging those gaps in consultation with supervisor and partners. Assist in the organization of field and study visits, missions, workshops, roundtables, and conferences within the project. Assist in the implementation of effective risk management for the project of Biobanking in BGSi ecosystem and BGSi activities with a well-documented risk mitigation plan in place. Support monitoring of previously identified and emerging risks. Regularly monitor expenditures and commitments against the project logistics, budget and relevant plans, and provide biobank and laboratory-related information to support project implementation. When necessary, recommend corrective actions and draft various correspondence concerning operations, and logistics issues. Prepare and consolidate required project reports on a timely basis and in line with monitoring and reporting guidelines and donor requirements.

ย Support knowledge building, knowledge sharing and capacity building relevant to the assigned project.

Supervising and facilitating collaboration among hospitals and BGSi teams within the Biobanking business process in the BGSi ecosystem, including the coordination of sample delivery and receipt between Biobanks in the BGSi ecosystem. Participate in training and organize briefings on internal procedures for the sample delivery, sample storage and other BGSi project staff. Provide support to other capacity building activities, including the design and delivery of samples, materials for workshops, or platforms that tap into the collective intelligence of communities and mobilize action. Provide support in the dissemination and sharing of relevant data and lessons learned within BGSi ecosystem. Keep pulse on emerging best practices nationally, regionally, and internationally that relate to the work of the assigned project. Make sound contributions to knowledge networks and communities of practice. Support compiling and systematizing project knowledge, samples delivery and storage system, biobank facility and tools as well as their wide distribution to stakeholders within BGSi ecosystem.
