Background

UNDP Bangladesh supports the Government in finding innovative solutions to its development challenges based on the Country Programme Document approved by the Executive Board's annual delivery target of $50 million. UNDP Bangladesh is organized into (1) Policy and Programmes and (2) Operations Team. The Policy and programmes Team consists of the following clusters:ย 
(1) Democratic Governance, (2) Resilience & Inclusive Growth.

The United Nations in Bangladesh supports the Government of Bangladesh to find innovative solutions to its development challenges through the broad framework of the Sustainable Development Goals (SDGs), aligning activities with the Government's various national policies, including but not limited to the countryโ€™s five-year plan. UNDP supports the rule of law, electoral reforms, access to justice, human rights and human security, public administration, local governance, etc. UNDP Bangladesh has been a vital partner of the Government of Bangladesh (GOB) since 1972 in a journey of growth and development of the country. Over the past years, UNDP has worked in partnership with all three branches of the Government โ€“ executive (Prime Ministerโ€™s Office), legislative (Bangladesh Parliament), and judiciary (Supreme Court and subordinate courts) โ€“ as well as several other institutions, including the Ministry of Law, Justice and Parliamentary Affairs (MoLJPA), Bangladesh National Police, Local Government, National Human Rights Commission, Election Commission, Ministry of Public Administration (MoPA). UNDP Bangladesh aims to continue its ongoing support to the relevant institutions and explore avenues and scope to support the critical Government institutions to implement national development policies and agendas in line with SDGs' framework.ย

Following the establishment of an Interim Government in August 2024, this SARG project, an 18-month Initiation Plan (IP) aims to enhance the capabilities of interim authorities, national institutions, and civil society in Bangladesh to drive democratic reforms and foster inclusive development. It focuses on UNDP support for democratic and institutional reforms in Bangladesh and the advancement and repositioning of ongoing governance programming. As part of this IP, UNDP aims to support reform interventions for improved rule of law, access to justice, human rights, security and integrity through strengthened national institutions and systems. Central to this initiative is a commitment to restoring trust among stakeholders, engaging systematically with youth, civil society and citizens, and ensuring gender-mainstreaming and risk-informed and collaborative approaches.ย

To ensure effective support to Bangladeshโ€™s ongoing and planned rule of law, justice and security refroms under the Integrated Support for Advancing Reforms and Democratic Governance in Bangladesh (SARG) Project, UNDP seeks a highly qualified and experienced Programme Analyst โ€“ Rule of Law, Justice, and Security. The incumbent will quality-assure and implement project interventions supporting refroms in areas of rule of law, justice, security sector, integrity and transitional justice. In close collaboration with the Senior Rule of Law, Secuity and Justice Advisor, the incumbentโ€™s tasks will include evidence-based policy advice and monitoring of the reform processes, and supporting alignment with international standards and norms on human rights, gender equality, and non-discrimination for marginalized and vulnerable populations.

Duties and Responsibilities

Under the direct supervision of Assistant Resident Representative of the Democratic Governance Cluster, and the technical supervision of the Senior Rule of Law, Justice and Security Advisor, the Programme Analyst - Rule of Law, Justice and Security (RoLJS) will perform the above-mentioned responsibilities in coordination with relevant Country Office teams and the Democratic Governance Cluster .

The Programme Analyst will work under the overall supervision of the Assistant Resident Representative (Democratic Governance), and the technical guidance of the Senior Rule of Law, Justice and Security Advisor and will collaborate closely with the Democratic Governance Cluster. He or she will quality-assure UNDPโ€™s programmatic response to security sector, justice and integrity reform demands and will provide technical support and strategic guidance in these areas in alignment with national priorities and international standards and norms.ย 
The incumbent will provide technical expertise in the analysis, design, and implementation of reform support programmes aimed at strengthening the security and justice sector and promote integrity and human rights ensuring alignment with national development goals and international best practices. He or she will support project and programme development, inter-agency coordination and resource mobilization as required.ย 
Under the direct supervision of the Assistant Resident Representative, Democratic Governance Cluster, and under the technical supervision of the Senior Rule of Law, Justice, and Security Advisor, the Programme Analyst โ€“ Rule of Law, Justice and Security will carry out the following key responsibilities:

Quality Assurance of Result-based Project Implementation

Ensure effective planning, implementation and monitoring of rule of law, justice and security projects and align programme/ projects results and outputs to the Democratic Government Clusterโ€™s strategic goals; Provide technical oversight as part of the management team and ensure efficient delivery of project outputs; Develop detailed Monitoring and Evaluation plan for the project in close collaboration with project partners; Monitor events as determined in the project monitoring plan, and update the plan as required; Prepare project information required in the Quantum Project Management module and Intranet Project Portal (annual targets and results, risks, issues, monitoring, progress, key project information) is kept up to date; Monitor the project risks initially identified and submit information on new risks and possible mitigating measures; Prepare, organize, and minute of various regular meetings; Prepare timely regular project progress reports (on progress against planned activities, update on risks, project finances, etc.); Prepare mid-year review and year-end review of the project; Prepare final project report and supporting documents; and Contribute to UNDP corporate reporting obligations (ROAR, COVID-19 reporting, etc.)

Support Partnership, Communications and Coordination

Be aware and keep abreast of activities of the key counterparts in UNDPโ€™s rule of law, justice and security projects and main reform stakeholers; Support coordination and regular exchanges of information to ensure the coherence and complementarity of project activities with focus on deepening youth engagement and promote womenโ€™s participation in justice, rule of law security sector reforms; Establish and maintain close partnerships and regular communication with the Responsible Parties, Partners, beneficiaries and potential donors; Participate in relevant meetings with governments, UN agency and CSOs personnel, and the diplomatic corps, as well as internal, inter-agency and donor meetings; Identify opportunities for widening/deepening the cooperation and recommending adequate approaches to approaching and managing different stakeholders based on information arising from project implementation; Coordinate the implementation of the project communications and visibility strategy; Identify and document results/impact, lessons learned, and good practices, and prepare knowledge and advocacy products/materials for internal and external audiences; Participation in UNDP and external Communities of Practice and Knowledge Networks. Prepare policy briefs, case studies, reports, and other relevant documentation to communicate findings, recommendations, and progress to senior government officials, UNDP, and other partners; Maintain clear records of consultations, research, and analysis processes to ensure transparency and accountability in policy development in relation to rule of law, justice and security reform support;

Actively Support Policy and Programme Services

Stimulate strategic thinking in relation to rule of law, justice and security reform support programming; Conduct analysis of existing policies, practices, and institutional frameworks to identify gaps, weaknesses, and opportunities for engagement in the area of rule of law, justice and security reform support promoting integrity, gender-equality, youth engagement and human rights; Support the Senior Rule of Law, Justice and Security Advisor in conducting context analysis, preparing evidence-based recommendations for policy reforms that align with international standards and best practices; Identify sources of information and synthesis of best practices and lessons learnd directly linked to rule of law, justice security sector programming; Support the Senior Rule of Law, Justice and Security Advisor in the designing of policy interventions in relation rule of law, justice and security reform support . Provide technical assistance in the development of action plans for the implementation of recommended reforms; Assist in the formulation of monitoring and evaluation frameworks to assess the effectiveness of implemented policies;ย  ย Manage the inputs of the consultants and undertake knowledge capture at national, regional and global levels in the subject area and the production of knowledge-based products; Manage the establishment of internal and external networks or communities of practice covering prominent experts in government, non-government, private companies, international development organizations and the UN system; Participate in knowledge sharing processes and events within UNDP and with external partners;

Ensure Stakeholder engagement:

Engage with relevant stakeholders, including judiciary, bar association, ministries, police and law enforcement agencies, independent commisisons, civil society organizations, and development partners, to gather input and ensure broad-based support for policy reforms; Facilitate workshops, meetings, and consultations to discuss and refine policy proposals; Support the Senior Rule of Law, Justice and Security Advisor in the delivery of inclusive reform support;

Required Skills and Experience

Education:

Advanced university degree (Masterยดs Degree or equivalent) in Law or a relevant related field is required; A first-level university degree (Bachelorโ€™s degree) in the area mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.ย 

Experience:

Minimum 2 years (with Masterยดs degree) or 4 years (with Bachelorยดs degree) of relevant experience in public administration/ Rule of Law and Security/ Law/ Good Governance/ Public Policy or any ย relevant related discipline is required. Substantive expertise in rule of law, justice and security sector reform programming is required; ย  Demonstrated experience in legal analysis and drafting is required; Demonstrated ability in managing resources and budgets, and financial reporting required; Minimum 3 years of relevant professional experience in the legal or judicial field ; Previous experience working with international organizations, bilateral agencies is an advantage ; Previous experience in working with the Government agencies, judiciary, police administration, High-level government officials is an advantage; Experience in project monitoring, result-oriented reporting and documenting of the project output is desired; Proven networking skills including with senior officials is an advantage; Previous experience in working with the UN is an advantage; Experience in the usage of computers and office software packages

Required languages:

Fluency in written and spoken English and Bangla is required
