Under the direct supervisionย of the Senior Programme Coordinator in Ankara, the incumbent will be responsible for supporting and coordinating the achievement of the objectives and results of the projects as well as the successful day to day implementation of the activities under โProvision of Jobs and Socio-Economic Inclusion to Support Transition to Formal Employment in Tรผrkiye โ project.
Tรผrkiye hosts one of the largest refugee populations in the world, with over 4 million foreign nationals living in the country, including approximately 2.8 million Syrians under Temporary Protection (SuTPs) and around 225.000 Persons under International Protection (PuIPs). Given the considerable size and diversity of the migrant and refugee population, providing means for their social and economic integration is a very challenging process for both national and local authorities. In response to the challenges, the โProvision of Jobs and Socio-Economic Inclusion to Support Transition to Formal Employment in Tรผrkiyeโ project aims to drive economic growth, promote formal employment of SuTPs, PuIPs and host community members and improve livelihoods in Tรผrkiye.ย The project will be implemented by the International Organization for Migration (IOM) in partnership with the Ministry of Labour and Social Security (MoLSS), the Social Security Institution (SSI) and other relevant government institutions.ย
The project proposes a comprehensive strategy to enable informal workersโ transition to formal employment, focusing on financial incentives, training, awareness campaigns, and inter-institutional coordination. The project will also promote respect for all groups, without distinction of race, gender, religion, colour, national origin, marital status, age, and physical disability, and pay special attention to the needs of vulnerable and disadvantaged groups, such as women, youth, and persons with disabilities.
- Assist in the implementation and monitoring of project activities.ย
- Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
- Monitor budget; verify availability of funds; obtain necessary approval and update budget related information.ย
- Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
- Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
- Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentations and other forms of documentation.ย
- Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions;ย
- Participate in meetings and conferences; assist in coordinating implementation activities withย local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.ย
- Assist in monitoring work of implementing partners and report non-compliances to the supervisor.
- Provides guidance/training to new/junior staff.ย
- Perform other related duties as assigned. Education
- School diploma with five years of relevant experience; or,
- Bachelorโs degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with three years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database. ย Experience
- Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
- Experience in working with migrants, refugees, internally displaced persons, and other vulnerable groups; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.ย Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
- Knowledge of UN and bilateral donor programming.
- Knowledge of financial rules and regulations.
Languages
- Fluency in English & Turkish is required (oral and written). IOMโs official languages are English, French and Spanish.
