Terms of Reference1. General Background

During the past 60 years, UNHCR and the Government of Tรผrkiye have been working together in close partnership. In 2013, Tรผrkiye adopted a new legislation, the Law on Foreigners and International Protection (LFIP) and established a central civilian authority in charge of procedures for foreigners. As the main partner of the Turkish State in the field of international protection, UNHCR Tรผrkiye provides support to the Presidency of Migration Management (PMM) and the relevant national institutions.
UNHCR Representation in Tรผrkiye operates through a Country Office based in Ankara, a sub-office in Gaziantep, a field office in Istanbul, and field units in Ankara and Izmir.

2. Purpose and Scope of Assignment
The Project Associate position is planned in the context of support activities for the national asylum institution, and under the EU-funded project, โ€œSupporting Removal Centres' Capacities and Fostering Alternatives to Administrative Detentionโ€ where UNHCR is engaged in intensive capacity-building programs to enhance the knowledge and expertise of the PMM staff working at the removal centers, and awareness-raising activities targeting persons under administrative detention.
The Project aims at strengthening the technical capacities of removal centersโ€™ personnel, as well as the procedural safeguards for persons under administrative detention to enhance access to rights and information in compliance with legislation. Under the Project, several activities will be implemented varying from workshops, roundtable meetings, production of reports and information materials in cooperation with PMM and in close coordination with other relevant stakeholders.

RESPONSIBILITIES:
โ€ข Undertake proper collection, and monitoring of information by making use of baselines, standards, indicators, and expected results of the project.
โ€ข Prepare status and progress and activity reports and routine correspondence.
โ€ข Support the design and publishing of written products of the project.
โ€ข Keep and update a yearly and monthly project calendar to help PMM and UNHCR to follow up on the implementation of activities in a timely manner.
โ€ข Support UNHCR in the implementation and evaluation stages of the Project activities.
โ€ข Prepare reports on the gaps and challenges in the implementation and make recommendations for improvement.
โ€ข Share regular information within the Unit in order to ensure effective implementation of the project.
โ€ข Prepare background material for use in discussions, briefing sessions, and training.
โ€ข Support UNHCR in the design and delivery of training activities, meetings, and seminars.
โ€ข Prepare and distribute minutes of the meetings and reports of the Project activities.
โ€ข Provide interpretation and/or translation services in cases for which s/he has the required language competencies.
โ€ข Perform other duties as required.

3. Monitoring and Progress Controls
The incumbent would normally receive guidance from Senior Protection Officer in the operation and will be under the direct supervision of the Associate Protection Officer. UNHCR Manual, Operations Plans, and UN and UNHCR financial/budgetary rules and regulations will guide the work of the Project Associate. S/he is expected to stay abreast of the challenges posed to the region by the political context, the UN, and humanitarian reform and institutional developments.
The incumbent is expected to have contacts within the organization and outside the duty station, as well as with the beneficiary, partners, and other stakeholders to collect information, monitor Project activities, and implement administrative requirements under the Project.

4. Qualifications and Experience
Fluency in English and working knowledge of another relevant UN language or local language.

a. Education
For positions within the UNOPS category, university degrees are not required. However, in determining the eligibility of external applicants, possession of a first-level/advanced university degree reduces the number of years of required relevant work experience. Completion of secondary education and post-secondary training/certificate in Political Science, Law or related field is required.

b. Work Experience
3 years of relevant work experience with a High School Diploma or 2 years of relevant work experience with a Bachelor, Master, or Doctorate Degree.

โ€ข Completion of the UNHCR Learning programs or specific training relevant to the functions of the position.
โ€ข Good knowledge of UNHCR financial rules, procedures, and processes.
โ€ข Good computer skills
โ€ข Knowledge of UNHCR-specific programs (MSRP, Focus, etc.).
โ€ข Prior exposure to UNHCR refugee operations and functions relating to office administration and program activities.
