Objective:
The objective of this consultancy is to support the MOSS in its endeavor to mainstream the SBC approach within its programming with the aims of:
-Accelerate positive social transformation: By focusing on parenting processes and data-driven insights, the project seeks to drive positive societal changes, including enhanced parenting skills, women's agency, and child well-being.
-Cost-effective programming: A unified SBC approach will streamline programs, reduce duplication, and optimize resource allocation.
-Data-driven decision-making: Integrating SBC indicators and real-time data collection will enable MoSS to make informed decisions and improve program effectiveness.
-Support and facilitate coordination between MOSS & UNICEF CP and SBC
-Coordination regarding MOSS child protection case management services โ Central level & different governorates including north Sinai.
These Terms of Reference outline the critical role of the Field coordinator in guiding this ambitious endeavor, his role encompasses a wide array of tasks and roles including but not limited directly liaising with MOSS leadership to get approvals, report results in close coordination with MOSS relevant teams, enhancing evidence generation, knowledge sharing, capacity building, advocacy, and social and behavioral change to promote childrenโs rights in Egypt. The consultant will be supporting various sectors within MOSS convening relevant stakeholders, facilitating advocacy and knowledge sharing opportunities as well as promote opportunities to coordinate and facilitate policy implementation and social and behavioral change processes as well as evidence generation.
Methodology:
The Field coordinator will play a critical role in guiding and overseeing the next phase of UNICEF Support for MOSS leadership and teams, focusing on scaling up successful initiatives and ensuring the long-term sustainability of the SBC approach within MoSS. Key responsibilities include:
Project Planning and Management:
-Develop and maintain a detailed project work plan with timelines, milestones, deliverables, and budget allocation.
-Manage project resources effectively, including personnel, equipment, and financial resources.
-Monitor project progress, identify risks and challenges, and implement corrective actions.
-Prepare regular progress reports and presentations for stakeholders.
Communication and Coordination:
-Facilitate communication and collaboration between MoSS departments, UNICEF teams, and other relevant stakeholders.
-Organize meetings, workshops, and training sessions as needed.
-Develop and implement a comprehensive communication strategy for the project, ensuring clear messaging and outreach.
Technical Expertise:
-Provide technical guidance and support on SBC principles, methodologies, and tools.
-Assist Moss teams in integrating SBC indicators and measurements into existing programs and developing new interventions.
-Contribute to developing and revising training materials and capacity-building programs on SBC.
Monitoring and Evaluation:
-Oversee the implementation of the M&E plan for the project, including data collection, analysis, and reporting.
-Monitor and analyze data to assess project progress, impact, and lessons learned.
-Prepare comprehensive M&E reports and share insights with stakeholders.
Supervision and Reporting of Positive Parenting Training:
-Coordinate the National Committee for Positive Parenting activities.
-Oversee the implementation and quality of positive parenting training programs.
-Monitor and report on training participants' progress and outcomes.
Follow-up and Reporting on the RapidPro Platform:
-Work closely with the MOSS RapidPRo team to ensure the proper activation of the platform
-Monitor the activation and utilization of the RapidPro platform for real-time data collection and communication and ensure timely delivery of reports
-In collaboration with MOSS technical team jointly develop dashboards to analyze data generated through RapidPro to inform program decisions.
-Prepare comprehensive reports and dashboards on platform usage and data insights.
Scaling-up and Sustainability:
-Lead the development of an agile process for programmatic redesign, incorporating real-time data and evidence.
-Create Standard Operating Procedures (SOPs) and guidelines for implementing the new SBC system within MoSS.
-Facilitate engagement and collaboration with relevant government partners to integrate the scale-up plan into their operational designs and M&E processes.
-Develop formal agreements with government partners regarding their participation in the program.

Conditions of work:
The selected consultant will be MOSS-based, while working under direct supervision of the UNICEF relevant teams and will coordinate internally to ensure UNICEF work is consolidated and there are no replications, he will be reporting to the SBC team and child protection Teams.
Consultant will receive payment upon submitting Monthly reports showing progress of work and identifying any limitations or challenges covering all areas of action in addition to a final overall report. The consultant will be based in MOSS in Cairo with frequent visits to UNICEF premises and to selected governorates based on programme identified implementation priorities.
To qualify as an advocate for every child you will haveโฆย
-Master's degree in social sciences or any relevant field or bachelor's degree with at least more than 10 years but less than 20 years
-Extensive experience in developmental projects more than 10 years but less than 20 years, demonstrating a strong track record of success in diverse areas including, Monitoring and evaluation (M&E), Child Protection, Awareness raising, Rights Advocacy, Governance, Education and health development projects
-Proven record in overseeing RBM-based implantation plans.
-Excellent presentation and facilitation skills.
