    DURATION: 1 year with the possibility of extension based on performance

    BACKGROUND AND PURPOSE OF THE APPOINTMENT:

    Assisting over 100 million people in around 83 countries each year, the World Food Programme (WFP) is the leading humanitarian organization delivering food assistance in emergencies and working with local communities to improve nutrition and build resilience. To be effective in this mandate WFP must ensure that it reaches the right people and that it manages its relationship with those individuals and their communities in a responsible, accountable, and effective manner.

    Jordan hosts 654,000 registered Syrian refugees and 90,000 registered refugees from other nationalities. Since 2012, WFP assistance has significantly contributed to the collective response to the Syrian crisis by supporting around 500,000 vulnerable refugees to meet their food needs. WFP has been providing this unconditional food assistance to refugees for a decade and is now looking for more sustainable solutions to meet the needs of this population and foster their self-reliance.

    Within the framework of its new Country Strategic Plan 2023-2027, WFP Jordan has embarked on a strategic journey to identify pathways for employment and income generation for Jordanians and for refugees receiving social safety nets assistance (being it national or humanitarian schemes). Considering the latest circumstances in Syria and potential effects in Jordan, WFP Jordan is at the intersection of its humanitarian and development portfolio for the refugees response, hence it is critical to have a dedicated portfolio focusing on sustainable solutions for refuges, which one of the key priorities for WFP Jordan for the coming years.

    Subsequently, WFP Jordan intends to hire a Programme Policy Officer - Refugees Transition and Self Reliance to lead on the design, implementation, and oversight of the activities related to:

    • Leading WFP Jordanโ€™s portfolio both in terms of strategic direction and technical implementation.
    • Leading on WFP Jordanโ€™s joint strategic dialogue with UNHCR on refugees sustainable solutions, in terms of analysis, advocacy, referrals, evaluations, etc.
    • Building and maintaining alliances with Government of Jordan, private sector, national partners, international organizations aimed at further strengthening Jordanians and refugeesโ€™ economic opportunities.
    • Supporting Jordanians and refugees with integrated livelihood packages aimed at enhancing employment and income-generation opportunities.

      The selected candidate will be functioning as Activity 4 Manager. She/he will report directly to the Head of Programme within Programme Unit.

      ACCOUNTABILITIES/RESPONSIBILITIES:

      Sustainability Agenda for Refugees Response

      • Proactively support the coordination with UNHCR Jordan on the Joint Sustainable Action Plan, the joint secretariat and to lead on the self-reliance workstream.
      • Closely work with WFP staff leading on the provision of humanitarian assistance to Refugees; to ensure close linkages between humanitarian programming and the referral mechanism, advocacy and livelihood activities.
      • Contribute to strategic development of linkages between humanitarian assistance and sustainable solutions for refugees, by creating the internal programmatic readiness as well as the engagement with external partners.
      • Lead WFP Jordanโ€™s negotiations and advocacy with the relevant Ministries and national counterparts in Jordan.

        Evidence-based Advocacy

        • Co-lead the conceptualization of data analytics (data mining) projects with RAM to identify skills and capabilities of the refugee population that can be translated into evidence-based advocacy messages to stakeholders. Extensively liaise with other relevant WFP units.
        • Identify gaps in the data & information from programmatic perspective and facilitate the solution-finding with RAM and other technical units, including but not limited to labour market analysis and Skill Mapping data update .
        • Develop advocacy messages based on the results of the collected data, write strategic policy briefs and drive advocacy activities of WFP.
        • Coordinate and drive joint advocacy with UNHCR and other actors.
        • Support the implementation and closely follow up with RAM on different monitoring and evidence generation activities for different projects under Activity 4.
