JOB TITLE: Programme Policy Officer (Refugees Transition and Self Reliance)

DURATION: 1 year with the possibility of extension based on performanceOpen to Jordanian Nationality only.
BACKGROUND AND PURPOSE OF THE APPOINTMENT:
Assisting over 100 million people in around 83 countries each year, the World Food Programme (WFP) is the leading humanitarian organization delivering food assistance in emergencies and working with local communities to improve nutrition and build resilience. To be effective in this mandate WFP must ensure that it reaches the right people and that it manages its relationship with those individuals and their communities in a responsible, accountable, and effective manner.
Jordan hosts 654,000 registered Syrian refugees and 90,000 registered refugees from other nationalities. Since 2012, WFP assistance has significantly contributed to the collective response to the Syrian crisis by supporting around 500,000 vulnerable refugees to meet their food needs. WFP has been providing this unconditional food assistance to refugees for a decade and is now looking for more sustainable solutions to meet the needs of this population and foster their self-reliance.
Within the framework of its new Country Strategic Plan 2023-2027, WFP Jordan has embarked on a strategic journey to identify pathways for employment and income generation for Jordanians and for refugees receiving social safety nets assistance (being it national or humanitarian schemes). Considering the latest circumstances in Syria and potential effects in Jordan, WFP Jordan is at the intersection of its humanitarian and development portfolio for the refugees response, hence it is critical to have a dedicated portfolio focusing on sustainable solutions for refuges, which one of the key priorities for WFP Jordan for the coming years.
Subsequently, WFP Jordan intends to hire a Programme Policy Officer - Refugees Transition and Self Reliance to lead on the design, implementation, and oversight of the activities related to:
- Leading WFP Jordanโs portfolio both in terms of strategic direction and technical implementation.
- Leading on WFP Jordanโs joint strategic dialogue with UNHCR on refugees sustainable solutions, in terms of analysis, advocacy, referrals, evaluations, etc.
- Building and maintaining alliances with Government of Jordan, private sector, national partners, international organizations aimed at further strengthening Jordanians and refugeesโ economic opportunities.
- Supporting Jordanians and refugees with integrated livelihood packages aimed at enhancing employment and income-generation opportunities.
The selected candidate will be functioning as Activity 4 Manager. She/he will report directly to the Head of Programme within Programme Unit.
ACCOUNTABILITIES/RESPONSIBILITIES:
Sustainability Agenda for Refugees Response
- Proactively support the coordination with UNHCR Jordan on the Joint Sustainable Action Plan, the joint secretariat and to lead on the self-reliance workstream.
- Closely work with WFP staff leading on the provision of humanitarian assistance to Refugees; to ensure close linkages between humanitarian programming and the referral mechanism, advocacy and livelihood activities.
- Contribute to strategic development of linkages between humanitarian assistance and sustainable solutions for refugees, by creating the internal programmatic readiness as well as the engagement with external partners.
- Lead WFP Jordanโs negotiations and advocacy with the relevant Ministries and national counterparts in Jordan.
Evidence-based Advocacy
- Co-lead the conceptualization of data analytics (data mining) projects with RAM to identify skills and capabilities of the refugee population that can be translated into evidence-based advocacy messages to stakeholders. Extensively liaise with other relevant WFP units.
- Identify gaps in the data & information from programmatic perspective and facilitate the solution-finding with RAM and other technical units, including but not limited to labour market analysis and Skill Mapping data update .
- Develop advocacy messages based on the results of the collected data, write strategic policy briefs and drive advocacy activities of WFP.
- Coordinate and drive joint advocacy with UNHCR and other actors.
- Support the implementation and closely follow up with RAM on different monitoring and evidence generation activities for different projects under Activity 4.
Livelihood support package to targeted refugees and vulnerable Jordanians
- Lead on the implementation of integrated livelihood / economic empowerment packages, with the support of national / international partners as well as service providers, targeting urban refugees and vulnerable Jordanians with a specific focus on women and youth that addresses identified gaps, to increase their access to employment and income-generation opportunities.
- Lead and conduct programme implementation and tracking, including developing the monitoring and evaluation framework under close coordination with WFP Units (M&E, Field Office,โฆ)
- Provide technical inputs on livelihoods to other WFP Activities (projects) and coordinate with other Activities to identify, implement and strengthen linkages between WFP interventions.
- Identify areas of synergy between livelihoods policies and programme design for refugee and vulnerable Jordanian populations, including opportunities for further alignment between humanitarian and development approaches in Jordan.
Two-Way Referral Mechanism
- Act as the focal point for the two-way referral mechanism for WFP and represent WFP in the livelihood working group and other fora.
- Actively liaise with all potential and interested partners (NGOs, development actors, private sector) to utilise the referral mechanism for their recruitment of project participants/employment opportunities.
- Actively identify and advise the programme and technical units on the underlying causes of challenges associated with referrals and inform a timely adjustment in referral strategy and analysis plan.
- Build new and nurture existing partnerships with other agencies, NGOs, development sector entities and the private sector.
- Promote and advocate for the utilisation of the referral mechanism as well as coordinate the referrals requests jointly with UNHCR.
Data Sharing Agreements
- Support the data-sharing agreement process for WFP, ensuring relevant agreements are in place with participating 3rd parties and in coordination with UNHCR.
Other relevant activities as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree in Economics, International Affairs, Agriculture, Environmental Science, Social Sciences or other fields relevant to international development assistance, or first university degree with at least 5 years of professional work experience.
Experience:
- At least (3) years of postgraduate professional experience in livelihood, employment or development projects, start-ups, or relevant experience.
- Demonstrated project work experience in long-term strategies (formulation and operationalization) and change management.
- Work experience and technical knowledge in Livelihood Programming/ Job placement activities/ development programs required, or equivalent strong project management skills in the private sector.
- Extensive knowledge of the livelihood sector, development actors, and start-up scene in Jordan is highly desired.
- Experience in coordination with external partners and stakeholders.
- Previous UN, NGO or donor agency experience a plus.
Knowledge & Skills:
- Strong ability to think strategically.
- Experience in analysis of complex problems, synthesizing different options into decision-ready documents.
- Ability to advance project implementation under short timelines, under pressure, and managing multiple priorities simultaneously with minimum supervision.
- Demonstrated experience in liaising, collaborating, and coordinating with external and internal stakeholders.
- Initiative and proactiveness, creativity, โcan-doโ attitude, and flexibility with excellent interpersonal skills and team spirit.
- Experience in change management, including initiating and managing change management activities preferred.
Languages: Fluency in spoken and written English and Arabic.

WFP is following the UN salary scale in Jordan; the expected net pensionable salary ranges between JOD 38,969 and 50,879 JOD per year; depending on the years of experience exceeding the minimum requirements.
