JOB PURPOSE

Lead private sector engagement in nutrition-based programmes and provide technical advice and guidance on fortification.

SUPERVISION

Under the overall supervision of the Strategic Outcome (SO) 02 Head of Nutrition Based Programme (NBP) the Programme Policy Officer (Nutrition Private Sector engagement) will report to the Programme Policy Officer (Fortification).

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute towards the development of fortification programmes ensuring alignment with wider programme policies and guidance. This includes providing the required technical assistance to the public and private sector stakeholders including Fortified Rice Kernel (FRK) producers and Government agencies from establishment, distribution, and marketing.
2. Provide project management support to the rice fortification programme. Ensuring a coordinated approach of rice fortification initiatives in the safety net, commercial and humanitarian sectors, as well as with internal counterparts ensuring alignment with wider programmes that comply with WFP standards and procedures.
3. Research and analyze policy and operational issues to support senior colleagues in the development of policies, programmes and activities related to rice fortification.
4. Execution of Nutrition integration and Social behavioral Change campaign on rice fortification for the retail, humanitarian, and safety net components.
5. Support the identification, development, and management of potential partnerships and coordination initiatives leading to influencing policy and advocacy for rice fortificationincluding with donors, private sector, South-South and Triangular Cooperation (SSTC), SUN Business Network (SBN), and relevant technical working groups to ensure effective collaboration leading to improved fortification interventions.
6. Engage in evidence generation, analytics, knowledge management and learning initiatives for informing decision-making processes of WFP and other stakeholders and showcasing WFPโ€™s interventions in various platforms.
7. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
8. Support the capacity building of WFP staff, partners, and national government on rice fortification, e.g. through project management support of learning initiatives
9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries on rice fortification.
10. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Postgraduate degree in one or more of the following disciplines; Social Science, Development Studies, Economics, or any other related field.

Experience:

More than five (5) years of working experience working with government, private sector, fortification or nutrition areas and committment to evidence-based policy advocacy Experience in facilitating processes to obtain concurrence from GoB on behalf of UN agencies and INGOs Demonstrated skills building and maintaining relationships with governments, donors, other donor-funded projects and stakeholders, local organizations, and partners Demonstrated interpersonal and negotiation skills

ORGANIZATIONAL CONTEXT

Bangladesh has experienced sustained economic growth in recent years โ€“ one of the fastest in Asia prior to the COVID-19 pandemic. However, 40 million people remain food insecure and 11 million suffer from acute hunger. The countryโ€™s low elevation and vast watercourses leave it greatly susceptible to climate shocks. Since 2017, Bangladesh has also seen a massive influx of Rohingya refugees, with almost three quarters of a million fleeing across the border from Myanmar since 2017 alone.

Since beginning its activities in Bangladesh in 1974, the World Food Programme (WFP) has touched the lives of more than 155 million people through both emergency response and longer-term resilience-building for improved food and nutrition security. While continuing to provide humanitarian assistance, WFP is shifting towards a more advisory role, assisting the Government in efforts to achieve Sustainable Development Goal 2 on ending hunger.

Our Country Strategic Plan 2022-2026 reinforces WFPโ€™s commitment to working with the Government to improve the food security, nutrition, and resilience of vulnerable communities, while also providing emergency food assistance to people affected by disasters.
