    KEY ACCOUNTABILITIES: (not all-inclusive, within delegated authority):

    • Support mainstreaming of gender, protection, and disability inclusion into WFP programmes, ensuring safe, dignified, and equitable assistance.

    • Support the design and implementation of protection risk analysis, context analysis, conflict sensitivity analysis and risk assessments to enhance programme accountability.

    • Coordinate the implementation and oversight of WFPโ€™s commitments to prevent sexual exploitation and abuse (PSEA) by coordinating with PSEA focal points and the PSEA Taskforce, ensuring effective execution of the PSEA workplan and promoting a safe and respectful environment for all, including PSEA assessments.

    • Provide technical guidance on GBV and PSEA cases identified through WFPโ€™s CFM or partners, support case handling and referral processes, and support with the development of referral pathways to external actors for GBV cases.

    • Facilitate the integration of the Gender Equality Accountability for Results (GEAR) framework into the Country Strategic Plan (CSP) and ensure the effective roll-out and implementation of the Corporate Gender Equality Certification Programme (GECP) to guide the development of WFP Somaliaโ€™s Gender Action Plan.

    • Integrate digital financial inclusion into programme activities, promoting financial literacy and access to digital cash-based transfers (CBTs).

    • Coordinate with analytical teams to integrate protection, gender and inclusion considerations into planned assessments, as well as targeting and prioritization exercises.

    • Address the specific needs of women, men, youth, persons with disabilities, and marginalized groups across programme activities.

    • Support the design of community feedback mechanisms (CFM) that are accessible, inclusive, and digital-friendly.

    • Assist in implementing digital literacy training for WFP staff and partners, focusing on safe access to e-voucher and mobile banking systems.

    • Facilitate community dialogues to capture diverse perspectives, including those on digital financial services and the entire cross-cutting spectrum.

    • Conduct trainings on gender, protection, PSEA, GBV, digital inclusion, and disability-sensitive programming for field staff and partners.

    • Strengthen staff capacity to collect and use sex-, age-, and disability-disaggregated data, incorporating digital inclusion metrics.

    • Provide technical guidance on GBV risk mitigation, PSEA, and inclusive programming practices.

    • Conduct regular field visits to provide technical support, oversight, and capacity building on gender, protection and inclusion issues, delivering targeted trainings and assessments to ensure programme quality and accountability.

    • Participate in gender, protection, PSEA and disability inclusion working groups, advocating for inclusive practices.

    • Support the team lead with coordinating the Gender Transformative Programming Community of Practice.

    • Facilitate community consultations that address barriers faced by women, men, boys and girls, persons with disabilities and marginalized groups.

    • Support the Gender and Age Marker Monitoring process, ensuring data tools capture disaggregated data and ensure timely operational and annual performance reporting.

    • Support the development of donor proposals and reports, reflecting WFPโ€™s commitment to protection, gender equality and womenโ€™s empowerment, as well as inclusion.

    • Draft concise reports and case studies highlighting best practices and challenges in gender, protection, disability inclusion and digital inclusion.

    • Monitor CFM data to inform programme adjustments and ensure responsive feedback loops.

    • Collaborate with the Communications Team to develop any relevant advocacy material.

    • Share lessons learned from pilot initiatives to improve programme quality.

      QUALIFICATIONS & EXPERIENCE REQUIRED:

      Education: Advanced university degree in one of the following disciplines: Gender studies, social sciences, international relations, Human rights, Political science, development economics, or another related field such as international development, Agriculture and Rural development, or Nutrition, relevant to WFPโ€™s work or first University Degree with additional years of relevant work experience and/ training/courses.

      Experience: At least one (1) year of relevant experience with Advanced University Degree OR first University Degree with a minimum of three (3) or more years of relevant experience in the development/humanitarian field related to protection, gender equity and womenโ€™s empowerment, GBV, PSEA, disability inclusion, digital financial inclusion, human rights and/or gender-based violence. Experience in the areas of food security, nutrition, emergency response, social protection, livelihoods and disaster risk reduction will be considered as an added advantage.

      Languages: Fluency (level C) in English language and Somali Language.

      Knowledge & Skills:

      • Demonstrated expertise in at least two key areas specified in the Job Content section of this Terms of Reference.

      • Strong research, analytical, writing, and communication skills, with the ability to develop clear and impactful advocacy messages.

      • Proven ability to work effectively in a multicultural environment, managing competing priorities and tight deadlines.

      • Excellent coordination skills with field teams and partners, ensuring effective collaboration and communication.

      • Proficiency in Windows and MS Office applications (Word, Excel, PowerPoint, Outlook).
