Job Title: Programme Policy Officer - GIS Expert
Type of Contract: Special Service Agreement, level 8
Duty Station: KigaliUnit: Programme - Resilience and Social Protection, seconded to Ministry in Charge of Emergency Management (MINEMA)
Duration: 6 Months with possibility of extension
Terms of Reference for a GIS Expert:
The GIS Expert will support MINEMA by developing and maintaining GIS mapping solutions to reflect and enhance MINEMA projects. The expert will also conduct training for MINEMA staff on GIS technologies and applications, ensuring capacity building within the organization. The ideal candidate will have advanced knowledge of GIS tools and platforms and a strong educational background in relevant disciplines.A. Key Responsibilities
1. GIS Mapping and Geospatial Analysis:
- Develop, update, and maintain GIS databases and mapping solutions that align with MINEMA projects.
- Analyze spatial data and create visual representations to support decision-making processes.
- Ensure accurate representation of project-related geographic data.
2. Training and Capacity Building:
- Conduct comprehensive training sessions for MINEMA staff on GIS tools and technologies, including QGIS, ArcGIS Pro, and ArcMap.
- Provide guidance and support to ensure staff can independently utilize GIS systems effectively.
3. System Development and Maintenance:
- Collaborate with stakeholders to design and implement GIS solutions that address the specific needs of MINEMA projects.
- Maintain and troubleshoot GIS platforms to ensure smooth operation.
4. Data Management:
- Integrate spatial data from various sources into GIS systems while ensuring quality and consistency.
- Perform geospatial analysis and provide reports for project planning and evaluation.
5. Collaboration:
- Work with other departments to ensure GIS systems meet project requirements.
- Provide regular updates on GIS activities and progress.
B. Required Qualifications:
1. Educational Background:
- Masterโs Degree in Environmental Planning, Urban Planning, Land Surveying, Geomatics, or a related field.
- A Bachelorโs Degree in the above fields with at least 8 years of relevant work experience may also be considered.
2. Professional Experience:
- At least one (1) year of postgraduate professional experience
- Proven experience working with GIS software, including QGIS, ArcGIS Pro, and ArcMap.
- Demonstrated expertise in using PostGIS and Python for spatial data management and analysis.
- Experience in GIS training and capacity building.
3. Key Skills and Competencies:
1. Technical Skills:
- Advanced proficiency in GIS software (QGIS, ArcGIS Pro, ArcMap).
- Expertise in PostGIS, Python programming, and geospatial data management.
- Strong ability to create high-quality maps and analyze spatial data.
2. Training and Communication Skills:
- Excellent ability to train and mentor staff in GIS tools and methodologies.
- Strong communication and presentation skills for diverse audiences.
3. Analytical and Problem-Solving Skills:- Ability to assess and solve complex spatial problems.
- Proficiency in spatial data visualization and decision support.
4. Knowledge of Planning and Management:
- Solid understanding of environmental planning, urban planning, and land surveying principles.
- Familiarity with emergency management and disaster preparedness is an advantage.
