    JOB TITLE: Programme Policy Officer โ€“ Data Analyst
    TYPE OF CONTRACT: Service Contract (SC-8)
    UNIT/DIVISION: VAM AND M&E/ RWCO, ESARO
    DUTY STATION (City, Country): Kigali, Rwanda
    DURATION: 12 months (renewable)

    JOB PURPOSE:

    Under the direct supervision of the Head of Vulnerability Analysis and Mapping (VAM) and M&E and the overall supervision of the Country Director and Representative, the Programme Policy Officer - Data Analyst will be responsible for leading the Data Integration activities in Rwanda country office as well as activities related to the Vulnerability Analysis and Mapping (VAM).

    ACCOUNTABILITIES/RESPONSIBILITIES:
    1. Contribute towards the development of projects, plans and processes, ensuring data availability and alignment with wider programme policies and guidance.
    2. Provide project management support to the country strategic plan activities and ensure that the data gathered in the CO is available on consolidated platforms contributing to effective decision making
    3. Ensure robust data gathering and monitoring systems are in place with rigorous quality standards maintained.
    4. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through data collection, data availability and analysis.

    FUNCTIONAL CAPABILITIES:


    Programme Lifecycle & Food Assistance:
    Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.

    Transfer Modalities (Food, Cash, Voucher):
    Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.

    Broad Knowledge of Specialized areas:
    Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.

    Emergency Programming:
    Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.

    Strategic Policy Engagement w/ Government:
    Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes
