KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
Scooping & Selection
Assist Area Offices (AOs) in discussions and planning related to calls for proposals and the selection of appropriate cooperating partners using UNPP. Scanning the partnership landscape to identify strategic and high-performing organizations for enhanced engagement and linking them to UNPP if not registered.
Provide technical guidance to programme stakeholders on the CFEI process, including effective utilization of the UN Partner Portal (UNPP) with focus on programme integration for better service delivery.
Ensure the completeness and quality of CFEI packages through coordination with CO technical teams and AOs.
Launch calls for proposals via UNPP and leads the initial longlisting of applicants in line with WFP guidelines and criteria.
Provide secretariat support to the Technical Review Committee (TRC), ensuring all technical review processes are transparent, well-documented, and in line with corporate procedures.
Create Partnership Opportunities in Partner Connect based on TRC recommendations and ensure appropriate documentation is uploaded.
Facilitate budget negotiations with selected partners, ensuring all exchanges are documented through Partner Connect in compliance with corporate systems and protocols.
Organize Cooperating Partner Committee (CPC) sessions, coordinate review and endorsement of proposals, prepare Notes for the Record (NFRs), and follow up on the final approval process.
Ensure relevant findings from capacity assessments and past performance evaluations are presented and discussed during CPC sessions and reflected in NFRs where applicable.
Provide oversight of the partner capacity assessment process, ensuring alignment with WFP corporate standards and tools.
Coordinate with the Risk Management Unit (RMU) and relevant UN entities to ensure timely risk assessments, in-depth due diligence, and vetting of potential partners.
Support the planning and delivery of induction and onboarding sessions for newly engaged and ongoing cooperating partners, ensuring they are well-versed in WFP corporate requirements, tools, and compliance obligations.
FLA Development, and Implementation
Assist Area Office (AO) CP management teams in initiating discussions for the development of Field-Level Agreements (FLAs) and Letters of Understanding (LoUs).
Provide general guidance on FLA development, particularly in response to updates in templates or budget formats.
Offer technical support to ensure FLAs and LoUs are compliant with WFP corporate standards, policies, and procedures.
Monitor the implementation of risk management findings and ensure timely action is taken as required.
Support Area Offices in addressing recommendations arising from oversight missions, spot checks, and audits in a structured and timely manner.
Oversee the creation and amendment of vendor accounts for cooperating partners in compliance with WFP protocols.
Provide operational oversight throughout the distribution cycle to ensure effectiveness and adherence to agreed plans.
Collaborate with the Risk Management Unit (RMU) in the design and execution of spot checks and ensure timely follow-up on identified issues.
Coordinate regular engagement between relevant stakeholders to strengthen compliance and accountability mechanisms.
Ensure that WFP staff and cooperating partners receive timely and relevant training when key systems, tools, or guidelines are updated.
Payments to Partners
Contribute and coordinate with internal counterparts to ensure efficient management of Programme resources including Cooperating Partners transfer costs for Cash-based Transfers (CBT), In-kind (IK) implementation costs.
Create Service Outline Agreements (SOAs) and Purchase Orders (POs) for In-kind, Cash Based Transfer costs (voucher or cash) and Capacity strengthening within 7 days after signing of Field Level Agreements (FLAs) & LOU by the CD.
Diligently use approved FRs as prescribed by the BPU and Technical units and consume the correct funds.
Support programme business associate for the payment to government LOUs and other NFIs including creation of Purchase Requisitions (PRs).
Carryout proper oversight to Area Offices on the timely payments of Cooperating Partners (CPs). Make sure end-to-end payments processes are incompliance with WFP cooperate standards and the Partnership Standard Operating Procedure (SOP). Ensure Timely posting of expenditures incompliance with the International Public Service Accounting System (IPSAS).
Monitor GRIR items, open POs and ensure closure upon completion of activities.
Provide technical support/guidance, and Capacity strengthening trainings to Area Offices and CPs on invoicing and payments.
Evaluating the partnership
Provide oversight and technical support to Area Offices on Cooperating Partner performance evaluation ensuring they are conducted in a timely manner using the corporate evaluation tool, identify areas of improvement and assist AOs in the development of an improvement plans to address the gaps identified.
Provide training/orientation to AO CP management teams on new developments/improvements related to CP performance evaluation tool, processes, and guidelines.
Strategic engagement
Actively engage with AO CP management teams on the implementation of CP engagement strategies and policies.
Support Area Offices to identify, develop strategic partnerships with partners for the expansion of WFP programmatic objectives and successful implementation of the localization agenda.
Provide knowledge management sessions with AOs in partnership management guidelines, strategic management approaches, and capacity building initiatives to WFP staff and cooperating partners.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University Degree in Business Administration, Marketing, International Relations, Economics, Finance/Accounting, Science in Nutrition, Food Security, Management, International Development, or Project Management OR First University Degree with additional years of related work experience and/or training/courses.
Experience: At least one (1) year of relevant experience with advanced University Degree Or First University degree with a minimum of three (3) or more years of experience in involving partnership management, Resource and Funds Management in humanitarian operations. Experience in similar position is an added advantage.
Languages: Fluency (level C) in English language and Somali Language
Knowledge & Skills:
Ability to sensitize cooperating partners on the effective utilization of WFP CP policies and guidelines.
Provide and coordinate input into policy discussions and decision-making processes.
Good coordination skills
Strong motivation to make a difference and to contribute to WFPโs mandate.
Proven effective cognitive abilities, analytical, problem-solving skills; resourcefulness, initiative, maturity of judgment, tact, negotiating skills.
Learning agility and thirst for constant growth.
The ability to communicate effectively and compellingly orally and in writing.
Ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.
Proven communication and report writing skills.
Proven computer literacy skills. Experience in the use of excel, and other analytical software is desirable.
Experience in working with UN, INGOs, NGOs, private sector is desirable.
Practical understanding on cooperating/implementing partners management processes, policies, and guideline
Experience in building the pragmatic and operational capacities of partners. Experience in research, monitoring and evaluation, strategic engagement, performance evaluation of partners, spot-checks and financial tracking is a plus.
Experience in the preparation of agreements/LOUs with partners and reviewing technical proposals, budgets, and reports.
