BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
This position is located in the Front Office of the Programme Policy & Guidance Division (PPG) at the Headquarters in Rome, Italy and reports to the Head of the PPG Front Office. The Programme Policy & Guidance Division is home to WFPโs strategic, normative and technical guidance and thought leadership across various programmatic and thematic areas. Its primary function is to provide support to Country Offices and Regional Bureaux to effectively design, integrate and implement tailored and high-quality programmes that address the various needs and challenges across the full range of WFPโs operational settings. The Programme and Policy Officer will provide strategic oversight, lead on internal corporate policy and normative work in line with organisational strategy.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Provide guidance and contribute to the formulation and updating of WFP global programmatic policies and normative work in collaboration with PPG services and other divisions.
2. Lead on the development and coordination of a more integrated and coherent policy formulation ensuring high quality normative products.
3. Lead policy processes reflected in the Boardโs programme of work.
4. Provide technical and managerial advice and guidance on a broad range of policy and programme issues to ensure quality programming and improved support to the field. Identify opportunities to increase integration and alignment of operations.
5. Establish and maintain partnerships to identify opportunities for collaborative approaches and initiatives that improve field support and position WFP as a thought leader
6. Coordinate and plan global programme meetings and managerial retreats
7. Provide strategic support as needed to workstreams within the Front Office. 8. As required, provide support on staffing coordination, budget planning.
DELIVERABLES AT THE END OF THE CONTRACT: -
-More coherent and effective strategic policy and normative documents are prepared
- Greater collaboraton and coordination across the PPG services on policy development
- PPG director and workstreams are effectively supported to meet the demands of the office and improve the coordination with and support to Regional Bureaux and Country Offices.
- A successful global programme and policy advisory group meeting is
orgaNized that results in high quality, strategic guidance and input into the Strategic Plan
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University degree in International Affairs, Economics, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience:
At least 5 years of relevant work experience, with progressively increasing responsibilities Knowledge & Skills:
- Solid understanding of Agenda 2030 and of SDG2 and SDG17 and respective targets and how the work of WFP can contribute to achieving them.
-Good understanding of WFPโs mandate, policies and programming, Country Strategic Planning process, intervention modalities, programme and project lifecycle tools, implementation, monitoring, and evaluation desirable;
-Excellent written and oral communications and presentation/facilitation skills; demonstrated ability to produce high quality written outputs;
-Strong analytical, problem solving and decisions making skills;
-Strong negotiation, public relations, diplomatic skills;
-Ability to establish priorities and to plan, coordinate and monitor own work plan and those under supervision;
-Aptitude for supervising, guiding and empowering staff;
-Strong interpersonal skills demonstrated by the ability to gain the assistance and cooperation of others in a team endeavour through demonstrated technical leadership.
-Ability to work independently in a timely and organised manner;
-Ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds.
Languages:
Fluency (level C) in English language. Knowledge of Spanish, French or Arabic an asset
