About the job

Under the management of the Area/Base Manager, the position coordinates and facilitates activities at the area level, liaising with authorities to support the effective delivery of programming. The role supervises the timely implementation of projects across Tripolitania, ensuring coordination between support services and programme teams. It oversees the implementation of policies and operational activities of a short-term nature within the area of operation.

The position fosters productive and accountable relationships with beneficiaries, community leaders and representatives, relevant governmental authorities, NGOs, and UN agencies. It also maintains strong relations and close coordination with local authorities, NGOs, and national civil society actors, and is responsible for external representation as designated by the SMT.

Additionally, the role contributes to needs assessments and identifies opportunities to extend, adapt, or expand DRC programming.



Your main duties and responsibilities will be:

Project Implementation

Supervise the timely, quality implementation of the projects across Tripolitania within budget, including programme operations in coordination with support services manager

Responsible for ensuring programme management input and update of project management tools

Organise and oversee weekly project update and movement meetings

Contribute to the development of new programme initiatives as requested by the Area/Base Manager and /or Head of Programme

In coordination with the Area Manager, to lead the communication and actions for implementation between support services departments, safety and security department and the project managers/team leaders

Ensure compliance with DRC's Code of Conduct through project implementation

Support the Programme Coordination and field Team colleagues in proactively identifying areas for collaboration and integrative programming between teams and sectors

In close coordination with the DRCโ€™s Safety team, support the safe movement of project teams to implementation sites

Accountable for the development of DIPs, including activity work plans, budgets, HR and procurement plans

Ensure programme implementation is responsive to communities and partners and remains aligned to DRC and CHS principles and values

Representation

Represent DRC to donors and external actors during programme visits in coordination with Area Manager, HoP and CD.

Responsible for external representation in the absence of Area Manager or international colleagues during periods of remote management.

Team and People Management

People management of direct reports and overall responsibility for all project staff (including recruitment, development, accountability, people planning and performance)

Maintain a positive, collaborative and enabling work environment

Ensure positive staff management, including proactive staff capacity building and ensuring performance reviews are conducted

A minimum of 3 years of experience of Team management.

Practical experience of implementing projects, ideally within the fields of emergency response and development, preferably in a conflict-related context

Experience engaging in an organization with multi-sectoral and multi-functional teams

Experience in budget management and proposal development.

Experience with external representation.

Strong diplomatic skills in communicating with stakeholders

Desirable

Prior knowledge of working with DRC and/or International NGO in relevant region will be considered an asset

Prior knowledge of cooperation with local partners will be considered an asset
