Org. Setting and Reporting

This position is located within the Integrated Office of the Deputy Special Representative of the Secretary-General (DSRSG-RC/HC), of the United Nations Support Mission in Libya, Resident Coordinator and Humanitarian Coordinator. The position is based in Tripoli, Libya (Tripoli is classified as a Hardship \"E\" duty station and a non-family duty station). Under the overall supervision of the Deputy Special Representative of the Secretary-General, Resident Coordinator and Humanitarian Coordinator (DSRSG-RC/HC), the incumbent will directly report to Head of the Integrated Office / Head of the RCO.

On 28 July 2022, the Security Council by its resolution 2647 renewed the mandate of the United Nations Support Mission in Libya (UNSMIL) through 31 October 2022, as set out in resolution 2542 (2020) and paragraph 16 of resolution 2570 (2021).
The Security Council, in resolution 2542 (2020), tasked UNSMIL, as an integrated special political mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security, and economic arrangements of the Government of Libya, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organization of elections; (vi) coordinate and engage closely with international actors, including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilize post-conflict zones, including those liberated from Da'esh. On 16 April 2021, the Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan-led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors once conditions allow. Responsibilities

Under the overall supervision of DSRSG-RC/HC and the direct supervision of Head of the Integrated Office / Head of the RCO, the Programme Manager will have the following main responsibilities with a focus on peacebuilding and the H-D-P nexus:

โ€ข Participates in the development, planning, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
โ€ข Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
โ€ข Researches, analyzes and presents information gathered from diverse sources.
โ€ข Undertakes reviews; designs collection tools; analyzes and interprets responses, identifies problems/issues and prepares conclusions;
โ€ข Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
โ€ข Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
โ€ข Undertakes outreach activities and substantive engagement with the government; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
โ€ข Participates in or leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
โ€ข Leads or contributes to the preparation, review and reporting on strategies, action plans and various coordination, management and accountability mechanisms under the UNCT.
โ€ข Coordinates activities related to the Missionยดs budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.)
โ€ข Substitutes for the Special Assistant as and when required.
โ€ข Performs other duties as required. Competencies

Education

Advanced university degree (Masterโ€™s degree or equivalent) in international relations, political science, social science, public administration, international studies, or a related field. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years of progressively responsible experience in project or programme management and administration related to peacebuilding and/or development issues is required.

A minimum of two (2) years of experience in inter-agency/intergovernmental coordination at UN headquarters or field operation, UN agencies or similar multi-lateral organization is required.

Experience working in the front office of a senior manager is desirable.

Experience working in post-conflict setting is desirable. Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable. Assessment
