Org. Setting and Reporting

This is a temporary job opening. The project-funded position is located in the Department of Economic and Social Affairs (DESA), in the Capacity Development and Programme Management Office (CDPMO). The Programme Expert works under the supervision and guidance of the Senior Programme Officer in charge of project # PDF-SDG-2019-OX. Capacity Development Programme Management Office supports the Under-Secretary-General and DESA's divisions in the implementation of the Department's capacity development approach and promotes coherence as well as integrated delivery of the Department's capacity development activities. Responsibilities

Under the guidance and supervision of Senior Programme Officer in the Capacity Development and Programme Management Office (CDPMO) of DESA and within the limits of delegated authority, the Programme Expert will be responsible for the following duties:

•Participates in the development, implementation and evaluation of assigned projects; monitors and analyzes project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

•Researches, analyzes and presents information gathered from diverse sources.

•Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.

•Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.

•Prepares various written outputs, including draft background papers, analysis, sections of reports and studies, inputs to publications.

•Provides substantive support to consultative and other meetings, conferences, including proposing agenda topics, identifying participants and preparation of documents and presentations.

•Undertakes outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities.

•Participates in or leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting of mission summaries.

•Coordinates activities related to budget and funding, progress reports, financial statements; prepares related documents/reports, including pledging, work programme, project budget.

•Performs other duties as required.

Education

An advanced university degree (Master’s degree or equivalent) in business administration, management, economics or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required.

Experience with the work of the United Nations System is desirable.

Languages

Fluency in one of the working languages of the United Nations Secretariat, English or French, (both written and oral) is required. Knowledge of Chinese is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

• This project-funded position is temporarily available until 30 November 2022 with possibility of extension depending on continued existence of project or availability of funds. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

• While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

• Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.Submitting an application or selection for the current temporary job opening does not delay or increase the mandatory age of separation.

• Retirees above the mandatory age of separation who wish to be considered for the current temporary job opening must indicate the reason for their last separation as "retirement."
