Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In partnership with the Government of Egypt and the European Union, the United Nations will implement a three-year Joint Programme entitled “Tamkeen.” Under the United Nations Sustainable Development Cooperation Framework (UNSDCF 2023-2027), the UN Joint Programme “Tamkeen” will work with the Government of Egypt and national stakeholders in advancing the implementation of the National Strategy for the Empowerment of Egyptian Women 2030, the National Human Rights Strategy, the National Climate Change Strategy, and the National Initiative for the Empowerment of Girls. The UN Joint Programme “Tamkeen” works in cooperation with the European Union’s broader Financing Decision on Women’s Empowerment in Egypt.

In partnership with the European Union, under the UN Resident Coordinator, UNFPA, UNICEF and UN Women (Administrative agent) will implement the UN joint programme in close partnership with the Government of Egypt’s National Council for Women and the Ministry of International Cooperation.

The UN Joint Programme “Tamkeen” has the three-pronged focus of enabling women and girls’ leadership, enhancing their socio-economic empowerment including access to green livelihoods and mobilizing private sector, and the prevention of gender-based violence against women and girls including harmful practices. Digital inclusion and ensuring sustainable, climate smart approaches are key strategies used throughout the UN Joint Programme.

Duties and Responsibilities:

Under the overall guidance of the UN Women Deputy Country Representative and the direct supervision of the “Tamkeen” National Programme Coordinator, the Programme Associate will provide advanced administrative support and assistance for the effective management, implementation, monitoring and coordination of the UN Joint Programme “Tamkeen” in accordance with UN policies and procedures, and the agreed-upon contractual obligations of the programme.

The Programme Associate will be based primarily at UN Women Egypt Country Office but will be expected to spend a percentage of her/his time at the National Council for Women, who is the technical/substantive lead Government entity for the programme, to support the work of the “Tamkeen” National Programme Coordination.

Duties and Responsibilities

1. Effective support to the management of the “Tamkeen” joint programme

Supporting the efficient and timely implementation of the joint programme activities;Assisting in the development of joint annual work plans and provide support for monitoring prorgramme budget in terms of expenditures according to the joint work plan;Establishing and maintaining the joint programme follow-up system for actions and deadlines;Support to inter-agency coordination (with UNICEF, UNFPA and RCO) to ensure harmonised approaches towards operational implementation, monitoring, reporting, communications and visibility, and to facilitate systematic updating of Government counterparts and the European Union;Supporting coordination efforts with programme partners and ensuring flow of information; arranging for meetings with stakeholders and draft minutes of meetings as requested;Support in gathering programme related information for the preparation of donor reports and update of relevant annexes and logical frameworks.

2. Programmatic and administrative support to the implementation of UN Women’s actions on Women and Girls’ Leadership under the “Tamkeen” joint programme

Supporting formulation of programme strategies through collection, analysis and presentation of information for identification of areas for support and programme formulation/implementation;Maintaining proper filing, both soft and hard versions, of programme documents;Drafting formal correspondence, in both Arabic and English; and providing translations, as requested;Organizing workshops, activities and events as well as regular site visits in order to monitor and evaluate flow of activities on the ground;Preparing and drafting of terms of reference, contracts and MoUs for programme partners and consultants and follow up submission of progress reports and agreed deliverables;Supporting creation of projects in Quantum, preparation of budget revisions, revision of project award and project status, operational and financial closure of a project;Presenting information for audit of the programme;Creating e-requisitions in Quantum for the programme and register of goods receipt in Quantum;Supporting in the liquidation of Face Forms/ advances to partners through regular spot check visits to partners to verify financial documents; provide guidance to the partner organizations in any related matters.

3. Support for knowledge building and information sharing

Participation in workshops and trainings as requested by the National Programme Coordinator;Contributions to knowledge networks and communities of practice;Keeping up to date with the latest advancement in the field of information and knowledge sharing.

4. Support to the effective financial management of programme’s budget

Prepare and organize the process for the call for proposals / quotations;Participate in the selection process of implementing partners to receive programme’s funds;Provide guidance to partner organizations and CBO’s implementing and/ or receiving programme’s fund;Organize follow-up meetings and field visits associated with activities implemented through the programme’s funds;Undertake regular financial monitoring and reporting on the programme, including the identification of obstacles and challenges and to provide guidance and solutions to overcome them.

Functional Competencies

Required Skills and Experience

Education and Certification

Bachelor’s degree or equivalent in finance, business or public administration, international development, social sciences or a related field is required;A Secondary Education degree in combination with three additional years of qualifying experience may be accepted in lieu of the Bachelor’s university degree;A project/programme management certification would be an added advantage.

Experience

At least 6 years of experience in project management cycle or relevant professional experience in administration, programme support service and finances, required; or at least 3 additional years of work experience with a Secondary Education degree in lieu of the Bachelor’s university degree may be accepted;Experience in the usage of computers and office software packages (MS Word, Excel, etc.), required;Experience in general office support and project management is desirable;Very good organizational skills;Previous experience in the UN system is considered an asset;Experience in monitoring and evaluation is considered an asset.

Language Requirements

Fluency (written & spoken) in English and Arabic is required;
