Organizational context:
The job holder will work under the supervision of the Head of Field-Office, receiving guidance and regular feedback from the Programme Policy Officer (gender, protection, and accountability) and Monitoring/Evaluation officer from the Country Office on work performed. S/he will be based in the Dhangadhi Field-Office, requiring travel to WFP activities implemented areas.
Job Purpose:
To provide support to policy and programme activities that effectively meet WFP Nepal Country Strategic Plan (2G CSP) 2024-2028 operation needs.
Background:
WFP Nepalโs Country Strategic Plan (2G CSP) 2024-2028 was reviewed and approved by the WFP Executive Board in its session of November 2024 and it came into effect from January 2024. It aims to contribute to four Country Strategic Plan Outcomes (CSP Outcomes) that are aligned to two Strategic Results of Sustainable Development Goals (SDG) 2 (Zero Hunger) and SDG 17 (Partnerships for Development). A total of six Activities are planned to be implemented to achieve the contributions to the four CSPs.
Under the Integrated Road Map (IRM), WFP has committed to a new way of working, linking not only all activities to the defined Strategic Outcomes but also linking resources used for implementing the activities to the results achieved.
The four Country Strategic Plan Outcomes (CSP) are:
- CSP Outcome 1: Affected and at-risk populations in Nepal meet their food, nutrition, and other essential needs before, during, and aftershocks and other stressors.
- CSP Outcome 2: School-age children and adolescents and nutritionally deprived groups in Nepal have improved education and nutrition outcomes and greater access to affordable, nutritious, and safe diets, including through social protection programme, by 2028.
- CSP Outcome 3: Smallholder farmers and climate-vulnerable populations in Nepal benefit from climate-resilient and equitable food systems, sustainable livelihoods and climate-proof assets and services by 2028.
- CSP Outcome 4: Communities vulnerable to and affected by crises in Nepal benefit from improved common service and enhanced capacities of Government and humanitarian and development actors by 2028.

The Programme Associate (Operation Support) will be directly supervised by the Head of the WFP Field-Office - S/he will have the overall responsibility of assisting the WFP Country Office and Field-Office to document the impact of the CSP activities and develop knowledge products, gather the information in relation with protection and accountability issues and help in timely management response. The key responsibilities include:
Technical support to the field office, field-based staff, and partners:
- Provide technical support to integrate gender, protection, and accountability concerns into the project management cycle.
- Support WFP and partner staff in implementing the Humanitarian Protection Policy and Accountability to Affect Population commitments to ensure WFP operations and programme activities take beneficiariesโ protection concerns into account and facilitate safe, dignified, and accountable food assistance.
- Support to capacity development field staff and CPs on gender protection and Accountability.
- Support the Country Office Protection Officer, M&E team members, and partners to ensure that protection and gender considerations are integrated into all monitoring, evaluation, and analysis frameworks, activities, and outputs.
- Support the development of relationships with protection-mandated agencies and inter-agency at the field level to strengthen coordination and advancement of protection, Accountability to Affected Populations, and gender as related to food and nutrition security.
- Provide technical support to CPs, review and track their programmatic and financial progress regularly.
Monitoring and reporting on protection and gender issues:
- Monitor and report on programme, activity, and implementation-related protection and gender issues.
- Support the field office and field-based staff in undertaking context and protection risk analysis and formulating appropriate protection risk mitigation and response activities.
- Provide regular information on protection concerns and trends in WFPโs programme areas.
- Ensure protection and gender issues can be captured through the CFM (Community Feedback Mechanisms) and responded to appropriately. Provide advice, guidance, and follow-up in relation to protection and gender aspects of the Beneficiary Feedback Mechanism.
- Assist in organizing and conducting protection mainstreaming /conflict-sensitive programming - training for WFP and Cooperating Partner staff.
- Undertake field travels to WFP activity locations for monitoring and oversight of programme activities along with protection and accountability monitoring.
Knowledge management, information, and analysis:
- Assist in data collection, compiling lessons learned, establishing case stories to support proper and timely documentation, and knowledge sharing on activities impacts including gender and protection.
- Facilitate systematic gender analyses, so that the Programme Unit identifies strategic and practical responses to advancing gender equality in WFP activities.
- Ensure that gender considerations are integrated into all data collection initiatives, their use, and analysis.
- Collect the case studies/success stories reflecting the impact of WFP activities and document the lessons learned/good practices and changes brought by activities in the lives of beneficiaries as knowledge products.
- Contribute to research, baseline, midline, and end-line surveys, and impact studies, if necessary.
- Take lead to develop different knowledge products and learning documents under field office i.e. monthly Situational Reports, project/districtโs brief, annual progress & other require and relevant documents.
- Regularly review and track the programme activities and implementation level issues raised through different level monitoring and register through CFM and facilitate for timely resolution.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Completion of Higher Secondary school education with a focus on a relevant discipline: gender studies, development studies, information management, social sciences, law, human rights, international development, or related fields. Higher education (Bachelorโs degree) is desirable.
Experience:
- At least 6 years of work experience in gender, protection, knowledge management, monitoring, evaluation, etc. with field experience.
- Knowledge of gender-transformative approaches, conflict-sensitive/Do No Harm principles, and application of humanitarian protection principles.
- Knowledge and experiences of result-based programme monitoring, reporting and knowledge management, research, and drafting reports and advocacy notes.
- Experience in delivering trainings and debriefings.
- Excellent writing and communication skills including the ability to effectively communicate through multiple mediums.
- Experience in implementing programme activities, networking, and relationship-building with government agencies and other stakeholders.
- Experience in data analysis and database management.
Knowledge & Skills:
- Must be familiar with MS Office.
- Nepali Typing skills are an asset.
Languages:
Fluency in both oral and written communication in English and Nepali languages.
