The job holder with work with WFP partners to provide effective support and technical analysis for policy and programme activities that meet food assistance needs in crisis response and resilience building. The Programme Associate will identify, support, and scale innovations to help fast-track WFP's emergency response capabilities and progress toward achieving Zero Hunger
ORGANIZATIONAL CONTEXT:
The Programme Associate will directly report to the Partnerships and Reports Consultant, with overall guidance from the Emergency Officer (Head of EPR). The job holder is expected to demonstrate responsibility and initiative by responding independently to various queries with minimal guidance. The role requires sound judgment in dealing with unforeseen operational problems on a daily basis. The job holder is expected to manage resources, coach, and coordinate support staff
KEY RESPONSIBILITIES (not all-inclusive nor exhaustive):
Within the assigned unit and delegated authority, the Programme Associate will be responsible for the following duties:
·Provide technical support and assist in the development and implementation of various innovative activities and processes within the specific area of work, in particular within crisis response, supporting alignment with wider programme policies and guidelines.
·Provide specialized project cycle management support to specific and/or defined innovation programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
·Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
·Develop a diversity of outputs (briefing notes, presentations, visibility products, other materials) on the area of work.
·Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. shock responsive social protection, anticipatory action, forecast-based early warning, emergency telecommunications, assistance programmes) and consistency of information presented to stakeholders.
·Liaise with internal and external counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
·Coordinate and communicate with local partners, agencies, NGOs, private sector, and government institutions to nurture innovations that are novel and sustainable, scalable and capable of bringing long-term change within challenging environments.
·Support the capacity strengthening of WFP staff, cooperating partners and national government within the specific technical area.
·Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
·Follow standard emergency preparedness practices to ensure WFP is able to quickly anticipate and respond by deploying needed resources to affected areas at the onset of the crisis.
·Perform other related duties and responsibilities as required.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
Has worked with technical teams (i.e. Emergency Preparedness and Response, Emergency Telecommunications, Emergency Logistics etc.).
Has contributed to implementation of innovative programmes, preferably in emergency operations.
Has observed or assisted with policy discussions.
