Background:

OSCE field operations are the front line of the OSCE’s engagement on the ground, supporting host authorities in fulfilling OSCE commitments and implementing a comprehensive approach to security. The OSCE Mission to Skopje is the Organization's longest-serving field operation working on social cohesion, fundamental rights, gender equality, the rule of law, good governance, integrity and anticorruption, criminal justice and police reform

Tasks and Responsibilities:

Under the supervision of the Chief of Rule of Law and Human Rights Unit, the incumbent will be responsible for providing programmatic, linguistic and administrative support to the Rule of Law and Human Rights Unit. More specifically:

Assisting the project/portfolio managers throughout the project cycle management, from the proposal, inception, internal approval workflow, to the implementation phase; Coordinating and organizing project activities, including trainings, conferences, seminars, roundtables etc. and providing other support for the events; Assisting the Unit in coordinating with partners, soliciting their input, sending feedback, maintaining regular operational monitoring and other various tasks related to project implementation; Entering Purchase Requisitions (PRs) in the IRMA system, and/or making sure all supporting documents for PRs are complete and properly reflected, and following up on tasks associated with approval of PRs, receipt of services and payment of invoices; Reviewing and monitoring financial documents and progress reports, assisting project personnel in their operations and coordinating their input for the purpose of consistency, as required; Monitoring trials of sensitive cases, following the debates and reporting according to the established practice in the Unit; Performing consecutive interpretation during meetings, interviews and conferences with local government and judicial representatives; Translating and summarizing legal documents, reports, assessment and official correspondence received from English to local languages) and vice versa; Participating in meetings, workshops and other events on behalf of the Unit and preparing relevant minutes or reports; attending events in line with the work plan outlined in the project proposals; Performing other duties as assigned.

Necessary Qualifications:

• Citizenship of or permanent residence in the Republic of North Macedonia;
• Secondary education supplemented by formal studies in law, languages, project management or administration;
• Minimum five (5) years of experience in project management, preferably in the areas of rule of law and human rights;
• Established knowledge and experience in translation;
• Computer literate with practical experience in Microsoft applications and other computer systems (ORACLE and IRMA);
• Excellent written and oral communication skills in English and in the local language(s);
• Ability to work with people of different nationalities, ethnicities, religions and cultural backgrounds;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package:

Monthly remuneration, subject to social security deductions, is approximately EUR 1,534.75.

Social benefits will include participation in the Cigna medical insurance and the OSCE Provident Fund.

Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.

The mandatory retirement age at the OSCE is 65 years, the Organization shall apply an age limit of 63 years at the time of appointment.
