Background:

The OSCE Programme Office in Dushanbe (POiD) promotes the implementation of OSCE principles and commitments, as well as the co-operation with the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives. The Economic and Environment Dimension is one of the OSCEโ€™s departments that, inter alia, works on a range of topics, including environmental and economic issues, as well as on good governance by focusing on combatting corruption and anti-money laundering/anti-terrorism initiatives, which can have significant economic and security implications operations. It incorporates 5 units which include Economic Development Unit, Environmental Legislation and Policy Unit, Disaster Risk Reduction Unit, Water Management and Energy Security Unit and Good Governance Unit.
Environmental Legislation and Policy (Env. Unit) Unit comprises two professionals: the National Programme Officer and Programme Assistant. The unit is in charge with activities focused on Promoting environmental education and principles of green economy in Tajikistan. Priorities could be changed based on the new program directions and host government initiatives.


Tasks and Responsibilities:

Under the overall supervision of the Environmental National Programme Officer and general supervision of Head of Economic and Environmental Department, the successful candidate will be tasked with the following duties:

1. Coordinating/collaborating with the main national and international stakeholders to contribute to the development of concept notes and to identify information relevant for programmatic activities in the field of environmental education and principles of green economy;
2. Assisting in project management by compiling background information from available sources for the preparation of project proposals/project reports, designing and drafting flow charts/schedules/graphs and tables, ensuring project formulation and provision of functional support to project implementation, providing inputs to the project financial reports, activities and budget requirements for unified budget and extra-budget projects, drafting Terms of references / technical specifications, following up projectsโ€™ closures and providing inputs in developing Unified Budget, Performance-Based Programme Reporting, Programme Outline, Self-Evaluation and other programmatic documents;
3. Using Oracle-based Enterprise Resource Planning system, initiating and following up on actions related to requisitions, recruitment of consultants, training and study tours, purchase of services and goods, payments, travel authorizations;
4. Exercising administrative/secretarial tasks by responding to routine requests for information, making arrangements and appointments for meetings with stakeholders (implementing, governmental, non-governmental, international partners), drafting meeting minutes, elaborating electronic and paper filing systems, ensuring project documentation readily available, organizing project-related travel documents, ensuring logistics and solving administrative issues for project-related travels, attending/contributing to briefings for visiting delegations on matters relating to the programmatic activities, providing translation/interpretation services from and to Tajik, Russian and English and contributing to media support in these languages;
5. Undertaking computer-based searches, collating, selecting and interpreting information necessary for the development of project activities and events, assisting in the preparation of papers and presentations by extracting/summarizing statistics;
6. Representing the Environmental Unit in meetings at local, national and international level related to the Environmental Unitโ€™s thematic areas and agreed with the supervisor.

Necessary Qualifications:

Secondary education supplemented by studies in environmental management, political science, social science, natural resources management, economics or a related field; Minimum four years of relevant work experience in development or projects, preferably with international organizations; Previous experience in project management with a focus on environmental and green economy education; Professional fluency in English, Russian and Tajik with excellent communication (both oral and written) skills; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration, subject to social security deductions, is 892.75 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
