Background:
The OSCE Programme Office in Dushanbe is involved in a wide range of activities, ranging from arms control, counter-terrorism and border management projects to disaster risk reduction, good governance, trafficking in human beings and gender equality.
The Records Management Assistant provides support for of records management. This includes following internal instructions consistent with OSCE policies and procedures, refining the File Plan and Retention Schedule. The incumbent coordinates all actions related to effective record management, from projects to routine operations, and reports on these activities. As the primary point of contact for records management, they provide records management information for other staff and actively participate in the OSCE Records Management Network by attending meetings and related activities.
The role requires attention to details, contacts with all units and a high level of confidentiality. The position may also involve prolonged use of visual display unit (VDU) equipment.
Tasks and Responsibilities:
Under the overall supervision of the Chief, Fund Administration Unit, the successful candidate will be tasked with the following duties:
Administering and maintaining all digital and paper-based records throughout their lifecycle, including disposing and archiving, adhering to current policies;Developing and maintaining the File Plan and Retention Schedule in collaboration with the OSCE Secretariat's Records Management Unit, identifying records for long-term retention;Drafting Local Circulars, instructions, guidelines, and procedures for efficiently implementing OSCE records management;Preparing for and ensuring accurate transferring or secure destroying of records in line with adopted disposition authorities and established procedures;Monitoring the implementation of rules and procedures, suggesting improvements, while also accurately processing records and metadata, filing, ensuring information retrieval, and contributing to digitization initiatives as needed;Maintaining electronic and physical repositories efficiently and responding to administrative needs of mission senior management within delegated authority.

Remuneration Package:
Monthly remuneration, subject to social security deductions is 629.92 EUR. Social benefits will include participation in the Cigna medical insurance scheme.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
