Under the direct supervision of the Head of Field Office, the incumbent will support on implementation mechanisms, customisation of the SCOPE system and implement SCOPE system for the beneficiary management. Specifically, the incumbent is expected to perform the following specific duties and responsibilities:
1. Support cooperating partners in identifying beneficiaries using targeting strategies and guidelines.
2. Develop training and capacity development materials for partners and staff on how to use the SCOPE system efficiently.
3. Provide trainings to cooperating partners for efficiently using SCOPE, including hands on demonstrations
4. Support WFP staff in beneficiary verification, including spot checks and beneficiary verification in SCOPE.
5. Oversee the overall progress of cash-based transfers, including follow-up with staff involved in the transfer process.
6. Collaborate with cooperating partners in collecting KYC files for opening bank accounts for beneficiaries and follow up with financial service providers.
7. Facilitate quick troubleshooting for cooperating partners using the SCOPE system.
8. Develop templates and tools for collecting data not collected in SCOPE for donor reporting purposes and mobilize cooperating partners to collect this data.
9. Prepare periodic reports and updates on beneficiary data as required by management.
10. Provide strategic recommendations to the WFP management for improving the efficient use of SCOPE and scaling up SCOPE operations.
11. Name of role in SCOPE: Enroller, Registrar, Mobile Import ERD, Mobile user. 12. Other tasks as requested by the Head of Field Office.
DELIVERABLES:
1. Operational guideline, system, and equipment ready for using SCOPE.
2. Training materials developed and WFP staffs and cooperating partners trained on using SCOPE.
3. All the trouble shooting regarding SCOPE and cash-based transfers handled with utmost integrity and professionalism.
4. Updated beneficiary data provided for management and reporting on time and quality.
5. Medium and long term strategy for strengthening SCOPE capacity in country office.
Education:
Bachelors in business administration, mathematics, computer science, statistics or other relevant field is desirable.
Experience:
At least 5 years of experience in database management, including experience of online database platforms for beneficiary database management in humanitarian or development projects.
Languages:
Required fluency in oral and written English and Tajik or Russian.
