    Introduction

    The position is located in the ILO Regional Office for Africa (RO-Africa), working with the Regional Programming Unit (RPU) and will be based in Abidjan. The main purpose of the position is to support RO-Africaโ€™s strategic and results-based programming function, especially in relation to the integration of development cooperation projects and programmes in regional programmes on decent work, sub-regional Decent Work Programmes (SRDWPs), Decent Work Country Programmes (DWCPs), and Outcome Based Work Plans (OBWs).
    The Regional Programming Unit (RPU) of RO-Africa has overall responsibility, amongst others, of assisting regional management and field offices in the region in programming resources for all sources of funds, supporting the coordination, monitoring and reporting on ILOโ€™s activities in the region, including an effective implementation of ILO projects, programmes and activities in all the 54 countries of Africa. RO-Africa works with key regional institutions like the African Union (AU), United Nations Economic Commission for Africa (UNECA) and African Development Bank (AfDB). It supports the development, implementation, resourcing, monitoring and evaluation of regional decent work programmes anchored on the decisions of the Africa Regional Meetings as well as relevant Africa Union Summit outcomes. The Office administers a portfolio of considerable importance and complexity with a significant volume of a wide range of technical cooperation programmes, as well as supports all the offices in the region for the development, implementation and monitoring of Decent Work Country Programmes.

    The role entails providing support for the review and monitoring of DWCPs and development cooperation projects and programmes in the region in line with results-based management (RBM) principles.
    The position reports directly to the Chief of the RPU and is under the general responsibility of the Deputy Regional Director.
    The Programme Analyst will work as a part of the RPU team and work closely with Programme Officers in the Decent Work Technical Support Teams (DWTs) and Country Offices (COs) in the Region.

    Description of Duties

    1. Provide timely information on implementation of projects/programmes in the region, in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines and with particular attention to gender responsiveness.
    2. Select and summarize background information to describe the overall context and budget-related background relevant to a specific programme proposal.
    3. Undertake research and analysis for specific sections and/or components of programme proposals.
    4. Draft sections of project documents such as background or justification.
    5. Analyze and interpret background documentation and resource allocation trends, identify and document significant programme achievements, deviations and operating decisions, and compile information and data required for decision making.
    6. Draft sections of reports and documents such as programme briefs and resource allocation comparisons.
    7. Monitor implementation of approved programmes, propose changes to priorities, approach and allocation of resources. Evaluate and recommend approval of programme changes. Participate in resources adjustment and review exercises.
    8. Draft administrative decisions and recommendations for acceptance or revision of budget proposals on the basis of instructions from the supervisor.
    9. Review programme monitoring reports and draft comments on designated aspects.
    10. Carry out other duties as may be assigned under the activities pertaining to the Regional Programming Unit.

    Required qualifications

    Education

    First-level university degree (Bachelorโ€™s or equivalent) in a relevant field such as in economics, business or public administration, social science or other related field.

    Experience

    At least three (3) years of relevant professional experience in programme management.โ€‹โ€‹โ€‹โ€‹โ€‹โ€‹

    Languages

    Excellent command of one ILO working language (French or English) and good knowledge of a second (French or English).

    Knowledge of the programming cycle.
