Job Overview: The headquarters Resettlement Team oversees the implementation and quality of services for early resettlement programming across the IRCโ€™s growing network of local offices and affiliates. The team supports IRC affiliate and local office staff in implementing high quality programs by providing technical assistance, training, monitoring and evaluation of program activities. The Reception and Placement (R&P) Program, funded by the Bureau for Population, Refugees and Migration (PRM) offers early resettlement services for arrivals entering through the US Refugee Admissions Program (USRAP). In FY 2023 the IRC began a special partnership with emerging resettlement agencies (both local and national) to mentor and train local and headquarters staff in the management and implementation of the R&P Program. In partnership with the emerging resettlement agencies, and with supervision from the Deputy Director, USRAP Capacity Building, the Program Officer, USRAP Capacity Building will train, monitor and deliver guidance to support the new resettlement agenciesโ€™ implementation of the R&P Program. This position will last through September 2025, the duration of the project.

This position is remote and can be located anywhere in the United States.

Major Responsibilities:

Train and mentor emerging resettlement agency (RA) staff in R&P program management ensuring understanding of IRCโ€™s protocols and policies as they relate to the implementation of the program. Research and develop resource materials, facilitate peer support, and assist in planning and implementing training sessions. Support the development and implementation of the emerging RAโ€™s R&P training and technical assistance plan to ensure local offices have the tools they need to implement the Program. Support the development and implementation of the emerging RAโ€™s R&P monitoring plan to ensure high quality programming in local offices and compliance with donor requirements. Support the development of an on-boarding manual for emerging resettlement agencies to include compliance guidance and reference manuals for grant program. Respond to inquiries from emerging RAs regarding program compliance and implementation with guidance from the Technical Advisor, USRAP Capacity Development. Support the development and processing of partnership agreements and amendments. Contribute to donor reports and proposals. Represent the IRC at emerging RA meetings and others as requested.

Bachelorโ€™s degree required, masterโ€™s degree in social work, international affairs, or related field highly desirable.

Minimum of three to five years progressive non-profit experience, preferably with experience in the Reception & Placement (R&P) Program. Previous experience providing technical assistance, supporting program design, budget and implementation, and monitoring program compliance required.

Demonstrated Skills and Competencies:

Demonstrated in-depth knowledge of US Refugee Resettlement Programs. Financial discernment and experience with budget development, tracking and resource acquisition. Demonstrated command of databases, MS Excel and evidence-based decision making.

Preferred experience & skills:

Experience implementing the R&P program at both the local and national level. Excellent verbal and written communication skills as well as an overall ability to be clear and concise in all communications. Strong organizational and time-management skills; proven ability to prioritize and deliver on time. Strong analytic problem-solving skills. Ability to work both independently and in a dynamic, cross-functional global team structure. Highly proficient in Microsoft Office suite. Demonstrated ability to work effectively with stakeholders at all levels. Ability to work through change in a proactive and positive manner.

Working Environment:

Standard office working environment. Up to 30% of domestic travel as needed. This role may require working remotely full or part time and part time remote employees may be required to share workspace.
