CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Position Overview:


The Program Officer will support the Hepatitis Program, specifically for the implementation and scale-up of CHAI’s Hepatitis C program in Indonesia. The Program Officer will be based in Jakarta and will support the Indonesia Ministry of Health to strengthen and scale hepatitis C programs among CHAI supported provinces. The officer will also support the development and implementation of programmatic tools that will be required to scale the program. Travel within the provinces will be required. The Program Officer will report to the Program Manager (PM).

Responsibilities

Provide strategic and administrative support to PM to ensure smooth and successful program coordination, planning, development and implementation.Work closely with partner sites (Provincial and District Health Office, Primary Health Centre, referral hospital, and other related local government bodies), including expert panel, hepatitis working group, others international partners, UN bodies, and communities to identify barriers to scale up of services for the the success of Hepatitis program implementation.Identified local issues and gap to be coordinated with local stakeholders and PM for problem solvingBuild capacity of government staff and healthcare workers to manage and scale the program through regular meetings focused on program strategy and the utilization of key programmatic toolsSupport implementation of services at provinces, districts, and health facilities through regular mentoring and supervision either via site visits or online channelsEnsure effective communication with key local partners and internal program to improve coordination, planning, and implementationAssist sites through regular meetings and communication in implementing plans and troubleshootingOperationalize and implement recommendations and technical guidance as agreed with local partners.Regularly monitor and evaluate program activities, and analysis program coverage, and communicate changes needed to ensure continuous program adaptation and improvement.Ensure the documentation of activities and outcomes in order to create replicable models and policy advocacy documents.Perform basic finance and admin functions as needed under the guidance of the CHAI Finance team.Perform any other tasks assigned by the Program Manager, Senior Program Manager and/or Program Director/Country Director.

Qualifications

Medical doctor degree with public health preferable or public policy, health financing or a quantitative disciplineAt least three years of professional experience in health or five years of work experience within a private or non-profit international organizationStrong analytical skills and ability to think strategically and in a change-oriented mannerEntrepreneurial ability to work quickly, work in team, independently with minimal supervision on complex projects, and result driven environmentAbility to handle multiple tasks simultaneously, set priorities, and meet deadlines and to absorb and synthesize a broad range of information including technical information on HBV and HCVDemonstrated ability to build relationships and influence stakeholdersExperience working in an unpredictable environment, with an ability to quickly adapt to new situationsExcellent attitude to the work and self-motivated personaSensitivity to cultural contextsStrong written and oral communication skills in English and Indonesian, with the ability to prepare compelling presentations Proficiency in Microsoft Word, Excel and PowerPointsAbility to travel within IndonesiaExperience in healthcare service and knowledge of the Indonesian Ministry of Health structure and system is an advantage
