POSITION OBJECTIVE

Under the supervision of the Chief of Mission, the role of Director of Programs and Business Development Manager is to coordinate program staff in developing and managing innovative, quality, girl - focused and gender-changing programs in accordance with the Strategic Plan of the Country as aligned with global strategy. The position holder will monitor and evaluate the impact of programs and ensure shared program learning. He/she will be responsible for ensuring the procurement of national and international grant portfolios, the quality and timeliness of communications with donors, and the management of effective working relationships with national offices and bilateral and international organizations.

Function Dimensions

  • Build program design, implementation and evaluation capabilities among Plan staff and program staff, and support the achievement of country program objectives that are aligned with Plan's program guide, which aims to promote the rights of the child to end child poverty.
  • Responsible for identifying funding opportunities in line with Plan International Guinea-Bissau's program priorities, coordinating the development and review of grant proposals, and strengthening relationships with donors and local organizations for effective grant management.
  • Maintain development of the donor portfolio in Guinea-Bissau and expand the corporate donor base
  • Lead the implementation of Standard 11 of Plan's Child Protection Policy in accordance with their role responsibilities and ensure that the Safeguarding and Protection of Children and Young People Policy is applied at all times to ensure that children are protected from all forms of abuse
  • Act as Country Director when required
  • Member of the ECountry Leadership Team
  • Develop programs and annual operating plan for project management and budget.
  • Ensure all program compliance with the program quality procedure.
  • Manage program department and BDM staff

    Responsibilities

    IN TERMS OF THE PROGRAM (QUALITY, STRATEGIC AND OPERATIONAL)

    Facilitates the design of program-related sections of the Country Strategic Plan to ensure quality and relevant programming of Plan activities. To do this, the position holder will:

      1. The country's strategic plan is aligned with the Plan International program guide
      2. Country strategic plan is developed in collaboration with program area management, staff and communities
      3. Country strategic plan is developed and submitted on time and conforms to organization standards
      4. The country strategic plan is approved by the region/Program Operations Leadership Team (POLT)

        Documents and disseminates Plan's best practices within Plan and other organizations to promote quality and learning. To do this, the position holder will:

          1. Relevant best practice documents are developed and disseminated in a timely manner;
          2. Adapts and implements Learning from program best practices;
          3. Regularly compares and incorporates best practices from programs of similar organizations operating in the country into local country operations;
          4. Ensures information flow with other countries, IH and NOs meets operational requirements and promotes cooperation, teamwork and the PlGNB mission.

            Supports the program unit team in program design, ensuring the provision of technical support.

              1. Field visits are conducted monthly to support and monitor program effectiveness
              2. Program progress and status reports are prepared and submitted quarterly
              3. Access to technical resources is provided for program area management
