Position Title: Procurement and Operations ManagerLocation: Dhaka, BangladeshProject: USAID ClimAct ActivityReports to: Deputy Chief of Party, Operations POSITION SUMMARY: The Procurement and Operations Manager will provide support to the designated working areas of the ClimAct project related to procurement and accountability of the non-expendable properties, help develop all contracts, including but not limited to leases, service agreements and purchase orders throughout the life of the program (LOP). Working under the supervision of the DCOP, Operations, the Procurement Specialist will specifically perform the following tasks: Review the procurement needs of ClimAct and work closely with the DCOP, Operations in implementing the procurement activities for Dhaka (regional and site offices, if required) in keeping with the budgetary provisions. Procures project equipment (commodities) and related services under the most cost-effective and efficient procurement procedures, ensuring that solicitation procedures as well as executed contracts are fully compliant with USAID regulations and Winrockโ policies and procedures. Review and edit equipment specifications to ensure that the specifications meet industry standards as well as USAID fairness and competition requirements. Prepare contracts and solicitation documents and arrange solicitation advertising as appropriate and ensure they are compliant with USAID regulations and Winrockโ policies and procedures. Share issues and solicit guidance as appropriate on procurement related matters from the DCOP Operations and/or the HO-based procurement team in order to be compliant with Winrock procurement procedures. Evaluate quotations, bids, proposals and conduct negotiation as necessary. Draft selection memos and sole-source justification and negotiation memos; make appropriate selections based on established criteria, fairness, and transparency and using proper formats. Monitor the terms and conditions and performance of supplier contracts. Settles disputes and issues as necessary. Arranges equipment inspections and transportation and undertake field visits as necessary. Oversee the movement of equipment from supplier to final point of delivery to the consignee. Conduct periodic inventory of office properties, update and maintain inventory records, identify discrepancies, and recommend reconciliation actions in consultation with the DCOP, Operations. Work closely with the Finance Team to provide VAT coupons to the vendors. Perform other duties as assigned by the supervisor to achieve the Projectโs goals and objectives. Qualifications Bachelorโs degree or equivalent experience in business, management, or other relevant field. Minimum seven years of demonstrated experience in negotiating, managing, and closing local procurements for international donor-funded projects. Experience evaluating proposals, awarding, and managing procurements for USAID projects. Strong organizational and computer word-processing skills.
