UNEPโs OzonAction Branch, under the Law Division, is one of the four Implementing Agencies of the Multilateral Fund (MLF) for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. This consultancy falls under UNEP OzonActionโs Compliance Assistance Programme (CAP) for the West Asia region, which provides policy and technical support to Article 5 countries to ensure compliance with the Montreal Protocol and to support the phase-out of ozone-depleting substances (ODS) and the phase-down of hydrofluorocarbons (HFCs). The Executive Committee of the Multilateral Fund approved, at its 88th meeting in November 2021, Stage II of the HCFC Phase-out Management Plan (HPMP) for Bahrain along with its first tranche. The plan, covering the period 2021โ2025, defines the countryโs strategy and targets to achieve compliance with the Montreal Protocol control measures for HCFCs. Subsequent tranches under Stage II were approved by the Executive Committee (second tranche was approved at ExCom93 and third tranche was approved at ExCom95) to support continued implementation of Bahrainโs commitments. In line with Multilateral Fund requirements, a verification report of Bahrainโs national HCFC consumption for the calendar year 2024 must be submitted to the Executive Committee as part of the final documentation for Stage II of the HPMP. The purpose of this consultancy is therefore to undertake this verification, confirming Bahrainโs national HCFC consumption and assessing the effectiveness of the countryโs licensing and quota control system for compliance with the Montreal Protocol targets. Duties and Responsibilities: Under the direct supervision of the Montreal Protocol Regional Coordinator for West Asia, the consultant will: โข Undertake the verification of Bahrainโs national HCFC consumption targets for the year 2024 under its HCFC Phase-out Management Plan (HPMP). โข Review and analyze national data on import, export, and licensing of HCFCs in accordance with the Montreal Protocol definition of consumption (imports โ exports). โข Assess the enforcement system governing import/export control of HCFCs, including quota allocation, licensing procedures, and customs monitoring. โข Prepare a draft verification report containing findings, preliminary analysis, and data verification results. โข Revise and finalize the verification report based on UNEPโs comments and feedback, ensuring that it complies with MLF verification guidelines. Qualifications/special skillsโข Advanced university degree (Masterโs or equivalent) in environmental sciences, mechanical or environmental engineering, education, or a related field is required. โข A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree. A minimum of 10 years of progressively responsible experience in environmental management, policy analysis, or project implementation is required. Demonstrated expertise in the verification, monitoring, and reporting of national data related to ozone-depleting substances (ODS) or other controlled chemicals under the Montreal Protocol is required. Experience in preparing verification reports or compliance assessments for Multilateral Fund projects is highly desirable. Familiarity with the Montreal Protocol, the HCFC Phase-out Management Plan (HPMP) framework, and national licensing and quota systems for controlled substances is desirable. Experience working with UN agencies, implementing agencies of the Multilateral Fund, or international organizations is an asset.
