Background:
The project โBuilding a Model to Respond to Violence against Women and Girls in Viet Namโ funded by the Korea International Cooperation Agency (KOICA) was successfully implemented by UNFPA in collaboration with the Ministry of Labour, Invalids, and Social Affairs (MOLISA), the Quang Ninh Social Work Center and the Center forย Studies and Applied Sciences in Gender, Family, Women and Adolescents (CSAGA) in the period 2017-2021. Under this support, the first-ever One Stop Service Centre (OSSC) for survivors of Gender-based Violence (GBV) was established in Quang Ninh of Viet Nam to provide integrated 24/7 essential services including healthcare, psychological counseling, legal support, police protection, emergency shelter, and referral pathways under one roof. To sustain and strengthen the achievements of the project, KOICA continuously supported UNFPA to ensure its sustainability via the first Bridge Phase entitled โThe follow-up activities of Building a Model to Respond to Violence against Women and Girls in Viet Nam, July 2022 - June 2023โ.ย
However, in early September 2024, Typhoon YAGI, one of the biggest typhoons in 30 years, struck Northern provinces of Viet Nam, causing widespread devastation for these provinces including Quang Ninh. The OSSC was also severely wrecked by the typhoon, which damaged its infrastructure and disrupted daily operations including its disconnected hotline. Accordingly, GBV services provided by OSSC were completely interrupted during and post the typhoon due to its severe damage, power outage, and interrupted telephone networks. In this context, KOICA continues their support via the second Bridge Phase entitled โSupport Emergency Relief and Post Disaster Recovery for Quang Ninh One Stop Service Centerโ, October 2024 - September 2025. The objective of the second Bridge Phase project is to support emergency relief and post-disaster recovery for Quang Ninhโs OSSC to ensure the provision of uninterrupted services for GBV survivors in Quang Ninh and nearby provinces. The second Bridge Phase is part of a second phase project (2024-2028) that was developed by UNFPA and its partners and submitted to KOICA for final approval.ย
The Position:
The Project Management Analyst is located in the UNFPA Country Office at the Green One UN House in Ha Noi, Viet Nam. He/She works under the direct supervision of and reports directly to the Programme Specialist on Human Rights and Gender. The Project Management Analyst leads the implementation, monitoring, and evaluation/reporting of the 2nd Bridge Phase Projectโs activities.ย

Job Purpose:
The Projectย Management Analyst works in close collaboration with the programme staff and the operations team of the UNFPA Country Office, Government officials, experts and civil society (where relevant) ensuring successful implementation of the KOICAโs fund.
You would be responsible for:
- Responsible for the day-to-day implementation of the KOICA funded second Bridge Phase Project โSupport Emergency Relief and Post Disaster Recovery for Quang Ninh One Stop Service Centerโ;ย
- Ensure timely implementation of all activities listed in the Work Plan (WP) in accordance with the rules and regulations of the Government and UNFPA;
- Provide technical support to ensure the delivery of quality expected results of the project through quality preparation, and implementation of annual and quarterly work plans, including budgets;
- Undertake monitoring and evaluation, and follow-up through the preparation of quarterly and annual progress reports, both physical and financial; ensure the timely and quality preparation and submission of periodical reports to the donor;
- Provide communication support on the projectโs activities to the public, and logistical support to activities and personnel when required;
- Provide effective support and collaboration with other partners and stakeholders, timely facilitate the decision-making process about the projectโs activities in close consultation with the direct supervisor and/or the Country Office Management;ย
- Provide support to facilitate the work of consultants, advisors and experts and establish and maintain collaborative relationships with counterparts in government, donor, and civil society and social organizations to respond to GBV;
- Provide timely feedback to Supervisor and Senior Management Team on the implementation, monitoring and evaluation of the projectโs activities;ย
- Provide support to document good practices, lessons learned and success stories from the KOICA funded project for documentation, as the implementation continues;
- Demonstrate and promote gender sensitive behavior and gender equality within UNFPA and with partners;
- And other tasks required by the Country Office Management and the Gender Team including in relation to supporting the wider Country Office mandate and well-being.ย
Qualifications and Experienceย
Education:ย
Advanced degree in project/public management,ย health, population, demography, and/or other related social science disciplines.
Knowledge and Experience:ย
- Up to two years of professional experience in the field ofย gender and gender-based violence, with experience in programme/ project management is desirable.
- Practical experience in design, monitoring and evaluation of development projects.
- Experience in working with Government offices, NGOs, international development organizations, and institutions especially in gender and gender based violence is desirable.
- Good understanding of the Vietnamese Government gender-related policies, laws, policy making processes andย being able to establish and maintain effective working relationships with the relevant Government partners.
- Experience in gender programming, understanding of human rights dimensions of gender, experience in culturally sensitive programming and in advising and supporting initiatives eliminating Domestic Violence/GBV will be an asset.
- Familiar with the One UN context/One Plan and UN working environment will be an advantage.
- Experience in using office software packages and web-based management systems.
