Summary

The WRI Air Quality Program intends to award a consultant an eight-month fixed price contract to analyze data from our Pollution Insights tool in four cities - Bogota, Kampala, Nairobi, and Monterrey โ€“ delivering pollution insights maps and finalizing a data analysis methodology that can be replicated by policymakers and practitioners. This is an essential component of the teamโ€™s CanAIRy Alert project, which aims to deliver air quality monitoring tools for cities in low- and middle-income countries.

Program Overview

WRIโ€™s air quality team applies a data-to-action approach to addressing these bottlenecks, working directly with city governments in LMICs worldwide on a range of projects (USAID-funded Clean Air Catalyst, U.S. State Dept.-funded South-East Asia Community of practice, etc.). WRIโ€™s strategy focuses on translating existing, already-paid for science into decision-relevant, action-provoking and locally relevant tools.

Scope of Work and Deliverables/Outputs

  • Develop reproducible and scalable data management and interoperability protocol for Nairobi and Kampala AQ practitioners to evaluate data quality and share within their networks [SW1][BC2]
  • Test Pollution Insights tool by developing data base of flux divergence tropomi[TC3] data and series of maps and NO2 pollution sources in Nairobi, comparing it with available emissions inventory data
  • Develop ease-of-use methodology for Pollution Insights (PI) tool, identifying opportunities and barriers for utilization by both technical and non-technical audiences. Produce PI guidance document for cities to replicate process of identifying and quantifying emissions of air pollutants
  • Evaluate Nairobi use of PI, producing recommendation note on feasibility of expanding to other cities and contributing to webinar design for orienting AQ practitioners to PI tool

    Consultant Qualifications

    • Bachelor's degree in physics, engineering, or atmospheric sciences
    • Ideally an MS or PhD in data analytics
    • 1-3 years of experience of analyses of environmental and/or health analyses
    • Intermediate to Advanced Matlab
    • Intermediate to Advanced Python
    • Intermediate to Advanced SQL (Structured Query Language)
    • Intermediate-level English

      • The extent to which the applicantโ€™s proposal fulfills WRIโ€™s stated requirements and ability to carry out the activities and deliverables as set out in this posting
      • Demonstrated expertise and experience with similar projects
      • Overall cost of the applicantโ€™s proposal
      • Sustainability โ€“ WRI values sustainability and all other factors being equal, will favor a proposal that can more sustainably perform the work

        The consultant offering the best overall value will be selected. For this position, price and non-price aspects are considered to be of approximately equal importance.

        Compliance Requirements: WRI receives funding from a variety of sources, including governments and other non-governmental organizations. This award is being funded by the Clean Air Fund. In addition to WRIโ€™s standard contract terms, Clean Air Fund conditions may apply.
