This position is under the supervision of the Somalia Team Leader and the general supervision of the Director of the East Africa Division in the DPPA-DPO joint structure.Responsibilities
The Political Affairs Officer will be responsible for monitoring political, security and other developments in Somalia, providing advice on possible actions, and preparing timely guidance to the field; producing necessary briefing, materials, statements, and other written materials for senior officials; and as required, developing policy advice, strategies and options for the consideration of the Secretary-General, the Under- Secretary-General/Assistant Secretary-General. S/he will act as the main focal point for all issues relating to backstopping the UN Assistance Mission in Somalia (UNSOM), in collaboration with all relevant actors in the UN system. To this end, the incumbent will maintain relationships with relevant partners in the UN system as well as with representatives of relevant Member States and
regional and international organizations. S/he will participate in conferences, seminars and academic meetings related to Somalia. As required, s/he will deputize for the Team Leader, ensuring effective day-to-day management of the Somalia team including assigning tasks, managing priorities and ensuring quality control of the team's output. S/he will contribute to work planning, budget and recruitment processes for the Division, and perform other related duties, as required.
PROFESSIONALISM - knowledge of regional, political and economic developments in Somalia; knowledge of strategic and operational issues relevant to United Nations field missions; ability to work under pressure and in fast-paced environments; proven experience in identifying policy and strategic challenges, proposing solutions, problem-solving and delivering results; takes responsibility for incorporating gender perspectives and for ensuring the equal participation of women and men in all areas of work. Knowledge of the work of the United Nations and of the functions, priorities and policies of the department is desirable.
PLANNING AND ORGANISING - develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work.
COMMUNICATION - strong drafting and communication skills, both oral and written: ability to defend and explain difficult issues with respect to key decisions and positions to staff, senior officials and members of inter-governmental bodies; ability to communicate complex concepts orally; ability to prepare written reports that are clear and concise.
TEAMWORK - good interpersonal skills; ability to work in a multicultural, multiethnic environment and to maintain effective working relations with people of different national and cultural backgrounds; ability to actively participate in and if need be lead and gain assistance of others in team endeavours.

Advanced university degree (Master's degree or equivalent) in political science, international relations, international economics, law, public administration, or related fields. A first level university degree in combination with 2 additional years of relevant experience may be accepted in lieu of the advanced university degree.
A minimum of 7 years of progressively responsible experience in political science, international relations, law, security, conflict resolution or related area at national and international levels is required.
Experience in the preparation of talking points, Security Council briefings and General Assembly reports is required.
Experience in strategic planning, programme management and/or coordination is desirable.
Experience in working with regional organizations is desirable.
Experience in planning and backstopping UN peacekeeping or political missions is desirable.
Experience in managing small teams is desirable.
Experience working in or on Somalia or the Horn of Africa region is required.
English and French are the two working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required.Assessment
