Organizational Setting
FAOโs commitment to environmental sustainability is integral to our strategic objectives and operations.
The Global Alliance Against Hunger and Poverty (GAAHP) initiated under the G20 Presidency of Brazil aims at providing sustained, high-level political impetus to eradicate poverty, hunger and malnutrition worldwide. Under the Alliance, a Policy Basket will provide a menu of policy instruments proven to have a positive impact on reducing hunger, food insecurity, malnutrition and poverty that can be adapted to national or subnational contexts, and whose adaptation and implementation can be supported, upon the request of a Global Alliance member.

These policy interventions will be supported through a combination of three pillars: i) a National Pillar for domestic policy and programme implementation and/or direct country-to-country support and lesson sharing; ii) a Financial support pillar for multilateral and bilateral funding, development finance, innovative financial mechanisms, climate funding, philanthropy and others; and iii) a Knowledge pillar where institutions offer technical assistance and cooperation, capacity building and knowledge sharing. Global Alliance Members can both provide and request support for any of these components.
The Global Alliance is implemented through a Support Mechanism hosted by FAO to create synergies and leverage technical expertise of the UN Development System and its existing footprint of UN agencies, funds, and programmes. The Support Mechanism will consist of:
โข ย ย a Rome Office based at FAO that will focus on the knowledge and finance pillars;ย
โข ย ย three Global South Offices in Brasilia, Addis Ababa and Bangkok that will focus on the national and knowledge pillars; and
โข ย ย a Washington Office that will focus on the finance pillar and relevant technical expertise and contributions by the International Financial Institutions (IFIs).ย
All five offices will work under the overall leadership of the Director of the Support Mechanism of the Global Alliance, who will lead the Support Mechanism on delivering the priorities established by the Global Alliance Against Hunger and Poverty in accordance with FAOโs rules and procedures. This Support Mechanism shall remain autonomous from the hosting organization as an independent mechanism that will follow the mandate and approach contained in the Global Alliance Against Hunger and Povertyยดs Terms of Reference and Governance Framework as well as the guidance from the Board of Champions and Core Group of the Global Alliance.ย
This position is located in the Rural Transformation and Gender Equality Division (ESP) at FAO headquarters in Rome, Italy.ย
Reporting Lines
The Policy Officer reports to the Director, Support Mechanism of the Global Alliance Against Hunger and Poverty.
Technical Focus
The Policy Officer will support the effective implementation of the Policy Basket instruments and programmes for the elimination of poverty, hunger and malnutrition worldwide.
Key Results
Development and implementation of coherent, integrated and effective policy assistance and governance i) in accordance with FAOโs delivery mechanisms, and ii) in response to new policy assistance requests.
Key Functions
Provides technical and policy advice and/or support to Alliance Members and relevant stakeholders in the development and implementation of their policies and programmes for improved social protection, poverty eradication, food security, nutrition and sustainable agriculture. Advocates strategic partnerships, best practices and policy dialogue in support of enhanced governance for food and nutrition security, sustainable agriculture and food systems. Participates in specialized or multidisciplinary teams and high-level policy analysis missions or projects, policy networks and/or international policy setting bodies. Interacts with headquarters, Regional and Country Teams to improve cross-sectorial policies and strategies concerning food and nutrition security and sustainable development. Designs and participates in resource mobilization activities. Plans, organizes and participates in capacity development activities involving the provision of technical advice and assistance, and oversees the development of related materials, on-line tools and information kits.Specific Functions
Promotes international cooperation and collaboration, advocates best practices and increased policy dialogue and provides technical expertise at international meetings and conferences. Responds to requests and provides technical/policy advice, assistance and solutions to other support Mechanism Offices. Leads and contributes to policy engagement to identify emerging policy issues and promotes the uptake of policy instruments in national policy processes and dialogues. Provides technical and policy advice to countries on agricultural and food policy trends, reform options and impact on development outcomes, such as poverty, food security, nutrition and climate-related challenges. Contributes to the production, update and enhancement of policy monitoring indicators, analysis and methodologies, related to the uptake of the Policy Basket. Coordinates the dissemination of results. Enhances forging partnerships focused on specific policy issues with development partners involved in policy monitoring and analysis, in particular in the context of the Global Alliance. Coordinates the preparation of high-level policy meetings, roundtables or other events related to the Global Alliance Against Hunger and Poverty. Oversees the curation of the GAAHP Policy Basket. Contributes to convening multi-agency/ multi-stakeholders technical working group. Provides support and advice to national implementation and analyses best practices on country level matchmaking. Minimum Requirements
Advanced university degree in political sciences, social sciences, economics, development economics, sociology, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries), social protection or related field.ย Seven years of relevant experience in policy advice and analysis relating to food and nutrition security, agriculture and rural development, poverty eradication, social protection monitoring and evaluation of policies and programmes.ย Working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).Competencies

Work experience in more than one location or area of work, particularly in field positions. Extent and relevance of experience in policy analysis and advise relating to food and nutrition security, sustainable agriculture, poverty eradication, social protection and development. Extent and relevance of experience in working with inter-governmental bodies and multidisciplinary teams. Extent and relevance of experience in organizing multilateral and multi-stakeholder meetings and workshops. Extent and relevance of experience in quantitative and/or qualitative analysis, particularly with regard to poverty reduction and reduction of inequalities in food security and nutrition. Extent and relevance of experience in designing, assessing and implementing public policies for the socio-economic inclusion of Indigenous Peoples, women, youth and vulnerable groups.ย
