Organizational Setting
FAOโs commitment to environmental sustainability is integral to our strategic objectives and operations.
The Global Alliance Against Hunger and Poverty (GAAHP) initiated under the G20 Presidency of Brazil aims at providing sustained, high-level political impetus to eradicate poverty, hunger, and malnutrition worldwide. Under the Alliance, a Policy Basket will provide a menu of policy instruments proven to have a positive impact on reducing hunger, food insecurity, malnutrition and poverty that can be adapted to national or subnational contexts, and whose adaptation and implementation can be supported, upon the request of a Global Alliance member.

These policy interventions will be supported through a combination of three pillars: i) a National Pillar for domestic policy and programme implementation and/or direct country-to-country support and lesson sharing; ii) a Financial support pillar for multilateral and bilateral funding, development finance, innovative financial mechanisms, climate funding, philanthropy and others; and iii) a Knowledge pillar where institutions offer technical assistance and cooperation, capacity building and knowledge sharing. Global Alliance members can both provide and request support for any of these components.
The Global Alliance is implemented through a Support Mechanism hosted by FAO to create synergies and leverage technical expertise of the UN Development System and its existing footprint of UN agencies, funds, and programmes. The Support Mechanism will consist of:
โข ย ย a Rome Office based at FAO that will focus on the knowledge and finance pillars;ย
โข ย ย three Global South Offices in Brasilia, Addis Ababa and Bangkok that will focus on the national and knowledge pillars; and
โข ย ย a Washington Office that will focus on the finance pillar and relevant technical expertise and contributions by the International Financial Institutions (IFIs).ย
All five offices will work under the overall leadership of the Director of the Support Mechanism of the Global Alliance, who will lead the Support Mechanism on delivering the priorities established by the Global Alliance Against Hunger and Poverty in accordance with FAOโs rules and procedures. This Support Mechanism shall remain autonomous from the hosting organization as an independent mechanism that will follow the mandate and approach contained in the Global Alliance Against Hunger and Povertyยดs Terms of Reference and Governance Framework as well as the guidance from the Board of Champions and Core Group of the Global Alliance. ย
This position is part of the Rural Transformation and Gender Equality Division, ESP, hosted at the Institute for Applied Economic Research (IPEA) in Brasรญlia, Brazil.
Reporting Lines
The Policy Officer reports to the Director, Support Mechanism of the Global Alliance Against Hunger and Poverty.ย
Technical Focus
Provides analytical and operational support for results-based policy assistance and governance work. The Policy Officer will support the curation and implementation of the Policy Basket of instruments and programmes for the elimination of poverty, hunger, and malnutrition worldwide.
Key Results
Collection and analysis of information, data and statistics and project/meeting services to support programmes and projects, products and services.
Key Functions
Collects and analyses relevant technical, social, economic, environmental, institutional and technology related information, data and/or statistics to support the delivery of programme projects, products and services relating to policy and governance. Undertakes analysis, provides technical input for plans and reports and edits/revises technical/scientific documents. Participates in the development of improved work methods, tools and systems. Updates databases and web pages. Participates in multi-disciplinary project/work teams and missions. Collaborates in the development of training tools and materials and the organization of workshops/seminars, etc. Participates in the organization, conduct and follow-up of meetings, consultations and conferences, the development/production of required materials and the provision of information and assistance to partners.Specific Functions
Contributes to the curation and maintenance of the reference basket of policy instruments and programmes of the Global Alliance, based on submissions by Global Alliance members and guided by the approved inclusion criteria, including evidence of impact. Conducts policy analysis, disseminates information on effective policy instruments, and provides regional/country level support to support the work of the Global Alliance in promoting food security and nutrition and poverty reduction. Provides support in producing and disseminating materials and information products to support the preparation of knowledge products and information sharing materials for the Global Summits Against Hunger and Poverty. Tracks results from the Allianceโs global, regional and country-level partnerships to support the promotion of the Global Alliance achievements in relevant international fora and summits.ย Participates in efforts to support governments and inter-governmental fora in the formulation and implementation of effective policies, programmes and investment plans for food security and nutrition and poverty reduction. Participates in the inter-agency collaboration of the UN on the Global Alliance. Undertakes any other assignment related to the implementation of the Terms of Reference of the Global Alliance Against Hunger and Poverty. Minimum Requirements
Advanced university degree in political sciences, social sciences, economics, sociology, social protection, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries), or related field. Three years of relevant experience in policy analysis and policy assistance work, relating to social protection, poverty eradication, food and nutrition security, development, monitoring and evaluation of policies and programmes. Working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).Competencies ย ย

Work experience in more than one location or area of work, particularly in field positions. Extent and relevance of experience in policy analysis and advice relating to poverty reduction and food and nutrition security Extent and relevance of experience in working with inter-governmental bodies and multidisciplinary teams. Extent and relevance of experience in quantitative and/or qualitative analysis, particularly with regard to poverty reduction and reduction of inequalities in food security and nutrition. Extent and relevance of experience on monitoring and evaluation and results management of policy implementation. Extent and relevance of experience in organizing multilateral and multi-stakeholder meetings and workshops.
