    Introduction

    The ILO Programme and Budget for 2024-25 sets an ambitious agenda to advance organisational action in crises and post-crisis situations significantly. The Priority Action Programme on Decent Work in Crises and Post-Crisis Situations aims to improve the coherence and effectiveness of ILOโ€™s approach to crisis response, peace and resilience and facilitate the implementation of constituents-led interventions at all stages of the Humanitarian-Development-Peace-Nexus (HDPN), with a focus on people made particularly vulnerable by crises, including those who are forcibly displaced. The Programme is designed to coordinate ILO-wide work towards building evidence on the role of decent work as a driver of socio-economic stabilisation, social inclusion and cohesion, peace and resilience.

    The Policy and Data Analyst will be based in the Priority Action Programme. The incumbent will work with relevant headquarters departments, including RESEARCH, STATISTICS and EMPLOYMENT, and Regional Offices in providing timely and direct support to ILO Country Offices and Decent Work Technical Support Teams (DWTs) operating in crises and post-crisis contexts, focusing on technical support related to crisis-related data and analysis.

    Reporting lines: The position work under the direct supervision of the Programmeโ€™s Director.

    Description of Duties

  • In cooperation with relevant technical departments and regional structures and building on existing work, develop and implement data collection mechanisms, data analytics and strategies that support ILO constituents and social dialogue to promote decent work in situations of conflict, disaster and socio-economic downturn and in fragile states.
Analyse data to inform interventions focussing on the promotion of decent work as a key driver of socio-economic stabilisation, social inclusion and cohesion, peace and resilience. In coordination with the STATISTICS Department, identify data gaps and acquire the missing data from primary or secondary data sources. Examine data and identify potential opportunities (e.g. research collaborations, analysis or reporting products) and information gaps/areas of weakness relevant to the capture, analysis, reporting and actioning of data in different crises and post-crisis contexts; assisting in the development of strategies as well as action plans for field offices. Develop baselines for the measurement and subsequent analysis of data that can contribute to enhanced planning and decision-making, across the different dimensions of decent work. Conduct stakeholder analyses to determine key stakeholdersโ€™ protection, conflict-sensitive and accountability-related information needs and ensure that data is fed into existing analytical tools or that new tools are created for stakeholders at headquarters and in the regions. Develop infographics, dashboards and other digital services to disseminate value-added data. In close cooperation with relevant Departments, provide technical advice to regional and country offices on integrating qualitative analysis and research-based methods in established systems to drive the quality and consistency of crisis-related data processes. Contribute to developing decent-work related data, monitoring and assessment tools across the HPDN in a gender-responsive non-discriminatory manner, including through digital technologies and participatory methods. Evaluate new data sources and methods, advocating for modern and non-traditional sources of crisis and related development data. Prepare and update scenario analysis to inform possible interventions to improve coherence in support of ILO action and encourage constituents and development partners to develop a culture of prevention, crisis response and peacebuilding through decent work. Engage with external partners in sharing ongoing experiences and activities to capture lessons learned and, based on innovative practices, consolidate and prepare guidance on data analysis on diverse groups of the affected populations, particularly vulnerable persons, women and youth with which the ILO works and, where necessary, support country offices in implementing this guidance. Inform policy dialogue and initiatives between the ILO, UN entities, IFIs, and development partners through evidence-based data and policy analysis on the role of decent work in crisis and post-crisis situations. Provide substantive inputs to contribute to mobilizing, fostering and strengthening strategic partnerships with UN entities and other relevant bodies for joint knowledge, learning and innovation in decent work in crisis and post-crisis situations in support of ILO initiatives. Contribute to organizational efforts directed to mining, distilling and codifying knowledge and best practices in post-crisis recovery initiatives from cross-fertilising experience between regions to encourage constituentsโ€™ cooperation and knowledge exchange. Perform other relevant duties as assigned.

Required qualifications

Education

Advanced university degree (Masterโ€™s or equivalent) in development economics, conflict/crisis studies, data science or data analytics, social sciences or related disciplines A first-level university degree (Bachelorโ€™s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least seven years of experience, including at the international level, in policy and/or data analysis, modelling, as well as capacity to analyse employment and social protection impact assessments. Demonstrated capacity in cross-departmental coordination of analytical reports within the ILO or other UN entities. Experience with non-traditional statistical sources like big data, digital sources or exploitation of administrative sources would be an advantage.

Languages

Excellent command of English and a working knowledge of a second working language (French, Spanish) of the Organization.
