Support for Improvement in Governance and Management (SIGMA), part of the Public Governance Directorate (GOV), is a joint initiative of the OECD and the European Union, principally financed by the EU. We work with countries to improve their public administration systems. These countries are EU candidate countries and potential candidates, as well as countries from the European Neighbourhood.
SIGMA is looking for a Policy Analyst to support our public governance assessment work across the six thematic areas as outlined in the Principles of Public Administration. This includes methodological support to practitioners in social science principles for validity and reliability, planning and conducting surveys, as well as database management and development. S/he will provide support to data collection, analysis and dissemination. S/he will work in the the Data and Measurement of the SIGMA Programme and will report to the senior policy advisor responsible for horizontal research and measurement methodology within the SIGMA Programme.

Job Description
Main Responsibilities
Data and Document Management
Implement procedures to ensure accurate storage and continuous updating of data and documents received from SIGMAโs country monitoring exercises. Use existing OECD databases for storage and management of data received.Maintain and verify the accuracy, consistency and comparability of the data collected.Organise maintenance and development of the SIGMA database, including by guiding and testing the work of external service providers.Organise management of the metadata in the SIGMA database. Keep abreast of the IT developments in the OECD and beyond, regarding data collection, storage and visualisation.Maintain and ensure the availability of guidelines for using SIGMA databases. Support other members of SIGMA and external consultants in using the relevant data management tools by providing advice and training to the users of these tools as appropriate and preparing methodical notes and explanations.Help further develop data collection, analysis and validation protocols for calculation of SIGMAโs standard indicators.Research and Analysis
Develop and update questionnaires for data collection in the national administrations and surveys of the general population, businesses and public servants.Carry out statistical analysis of the survey data.Contribute to the development of indicators and ensure coherence between the key methodological documents.Keep abreast of the work of other international organisations (e.g. Eurostat, the World Bank, IMF, Council of Europe, etc.) on public governance data and indicators, and other related topics.Prepare presentations for dissemination and communication purposes.Draft and edit documents and other report deliverables in the field of measurement and data.Provide ad hoc support including undertaking additional research and analysis to support the development and implementation of SIGMA projects, as required.Project management
Oversee day-to-day management of measurement projects, surveys, benchmarking studies and other methodological approaches in SIGMA.Manage procurement processes for intellectual services to support projects on data and measurement.Co-ordinate with external consultants contributing to the work in the relevant areas of responsibility and monitor progress towards objectives.Collaborate with other GOV and OECD departments on data and measurement projects to enhance synergies and ensure a coherent approach.Qualifications
Ideal Candidate Profile
Academic Background
An advanced university degree (Master level) in economics, law, politics, social sciences, public management/administration, statistics or other relevant discipline.Professional Background
Tools
A command of Stata or R and Microsoft Office is required. Knowledge of of other relevant programming languages and tools (Python, SQL, PowerBI, etc.) would be an advantage.Good knowledge of how to develop and apply data collection and validation protocols.Good knowledge of data visualisation tools.Languages
Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.Core Competencies
