JOB TITLE: Partnerships Officer
TYPE OF CONTRACT: International Consultant II

DURATION: 11 months
REPORTING LINE: Head of Partnerships
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The incumbent will work under the direct supervision of the Head of the Partnerships & Reporting Unit and in close collaboration with the communications unit and the various other units of the WFP Ethiopia team.
The purpose of the position is to provide substantial value to WFPโs effective positioning with public, private, and external partners to attract policy support, resources, technical assistance, and innovative solutions to advance the work of WFP.
The incumbent will carry out a broad range of partnerships and reporting activities, analytical work, and research in support of the Country Office. They will engage with internal stakeholders and a host of public, private sector, and external entities. These can comprise governments, UN agencies, intergovernmental institutions and their member states, international financial institutions, individuals, corporations, foundations and NGOs.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Implement the work plan for an assigned area to enable WFP to identify, develop, and strengthen quality partnerships in support of WFP strategic objectives.
- Proactively identify communications and reporting materials, such as briefs on specific programmes funded by a donor, that could be developed to increase donorsโ visibility into and trust in our use of their funding.
- Support communication with donors, such as drafting thank you letters and assisting with planning donor meetings and field missions.
- Proactively contribute to the partnershipsโ portfolio, including partner profiling and outreach activities, with the aim to maximize resources and leverage policy and technical support for WFPโs work; Support partner visibility and ensure partner conditions are met.
- Solicit inputs, including operational updates, from other WFP entities to inform partner audiences on WFPโs programmatic offering; Draft quality briefs and proactively highlight strategic issues to senior staff to inform best course of action and nurture partnership growth.
- Gather and share partner intelligence (including forecasting), using key information systems (e.g. Salesforce, WFP go), and respond to ad hoc requests for information.
- Collate inputs from colleagues for proposals and reports, as well as for internal and external communications materials, e.g. briefs on WFPโs activities in Haiti and internal situation reports.
DELIVERABLES AT THE END OF THE CONTRACT:
- Devised new strategies to identify and engage new donors in order to broaden the donor base of the Country Office.
- Draft briefs and talking points for senior management as needed, gathering data from diverse sources (e.g. WFP go, security reports, donor intelligence, etc.) to support meetings with partners and donors. Collate inputs for and create donor advocacy materials, such as advocacy one-pagers to highlight urgent funding needs.
- Enhance relationships as well as donorsโ confidence in WFP Ethiopiaโs operation the consultant is responsible for.
- Assist with grant management, such as monitoring end dates and requesting extensions.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
- University degree in Political Science, International Development, Development Economics, Marketing Communications or other relevant field.
Experience:
- Has led negotiations for contributions and partnership agreements, in line with WFP internal policies and external regulations.
- Has developed productive relationships with representatives of donors and host governments.
- Has relevant experience in programme management and resource mobilization ensuring that the partnerships are identified, developed, and maintained.
- Minimum five or more years of relevant work experience in partnership roles.
Knowledge & Skills:
- Has displayed skills in developing productive, ongoing partnerships with donor governments that help mobilize resources for WFP's operations.
Languages:
- Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFPโs working language, Portuguese, is an advantage.
