Position: Senior Monitoring Evaluation and Learning Advisor
Location: Maputo, Mozambique

We are currently seeking qualified candidates for the position of Senior Monitoring, Evaluation and Learning (MEL) Advisor of an upcoming large, five-year orphans and vulnerable children (OVC) project in Mozambique. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to USAID approval of the project proposal(s).
Position Description
The Senior Monitoring and Evaluation and Learning Advisor will oversee the monitoring, evaluation, and learning components of two to three projects and develop and manage the MEL Plans. The Senior MEL Advisor will develop/strengthen and maintain systems to collect data and lead analysis to produce information on program inputs, outputs, outcomes and impact. S/he will provide feedback on data collection and indicators; analyze data reported from the OVC program, and support training of M&E personnel in quality assurance methods. S/he will ensure quality and integrity of all program data reported to the client. S/he will design and oversee a program to strengthen the capacity of local prime recipients of USAID funding in M&E for PEPFAR. S/he will collaborate with the program team to design operations research (OR) to support learning, evaluation and planning, and oversee implementation of OR projects as well as analysis of findings, dissemination, and application.
Duties and responsibilities
Lead the development and implementation of the project monitoring, evaluation and learning plans, each of which will include a CLA plan, and technical strategies for strengthening routine and ad hoc information systems and data use for learning and decision making.
Lead the project activities to facilitate the capture and use of relevant knowledge and evidence to guide project strategy, support adaptive management and continuous improvement, and advance learning.
Oversee the development of strategies and tools for strengthening the collection and use of OVC and DREAMS information systems at community level; including electronic data capture and management, systems for routine and high frequency reporting and the development and dissemination of SOPs.
Lead the design and implementation of projectsโ data quality improvement initiatives- including conducting data quality assessments and designing and implementing needed data quality improvement initiatives.
Ensure the hiring of qualified M&E staff at all levels, according to the projects staffing structure.
Supervise Zonal MEL Managers to ensure compatibility, adherence and consistency to the MEL plan and objectives.
Develop and facilitate M&E trainings and technical assistance for the prime, other consortium partners, and implementing partners (IPs).
Plan and oversee the smooth transfer of responsibilities for M&E from FHI 360 to local primes at the agreed upon point in the program.
Strengthen the M&E system, building capacity of partners and staff, and improving alignment and support to host-country M&E systems and to client mandated M&E systems.
Oversee project knowledge management, including development and dissemination of tools, materials, reports, papers, and intervention linked research.
Undertake periodic reviews of program and/or country M&E systems and participate in planning M&E system strengthening actions. Provide guidance on information systems for quality assurance, as well as best practices documentation and reporting.
Oversee the publication and dissemination of information on successful and promising approaches, lessons learned and other program results to program partners, donors, Mozambique counterparts and other key stakeholders.
Qualifications:
Master's Degree or higher in monitoring and evaluation, public health, demography, health management, social science, biostatistics, statistics, or a related field required.
12+ years of experience designing and evaluating relevant programs and services, with at least four years of experience in a management position.
Strong quantitative and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
Demonstrated expertise in rigorous quantitative and qualitative research and analytical methods.
Experience with USG-funded projects, specifically PEPFAR; experience with OVC and DREAMS an advantage.
Strong background or formal training in evaluating international development community programs such as OVC and youth programming.
Excellent report writing, analytical, and communication skills, including oral presentation skills.
Extensive experience in knowledge management and dissemination of research findings.
Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies.
Strong interpersonal skills as well as English and Portuguese writing and oral presentation skills.
Ability to work independently and manage a high-volume workflow.
Documented experience designing, implementing and overseeing electronic data collection tools (DHIS2, DHIS2 Tracker e.t.c), and in using data visualization techniques and software (DHIS2, Tableau, Power BI, etc.).
Strong skills in MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, SPSS, Epi Info, Atlas); experience in training others in the use of these software programs is highly desirable.
Documented participation on normative bodies or committees that define guidelines relevant to the specific technical area.
Relevant publications, presentations, reports and manual/tool development.
Project Management (PM) Certification preferred.
