Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the On-Site Inspection Division (OSI). The On-Site Inspection (OSI) Division develops operational capabilities to undertake inspections in line with the provisions of the CTBT. After the treaty enters into force, an on-site inspection (OSI) is launched to establish whether or not a nuclear explosion has been carried out. During such an inspection, facts might also be gathered to identify a possible violator of the Treaty. It thus constitutes the final verification measure under the CTBT.

Reporting Lines

Under the supervision of the Chief, Equipment and Implementation Section, to:

Duties and Responsibilities

Provide timely, coordinated and effective planning and practical support to the Sectionโ€™s technical programmes; cooperate with the other Sections of the On-Site Inspection Division and other divisions within the Organization to ensure timely, coordinated and effective delivery of their agreed administrative and technical services in support of the Sectionโ€™s technical programmes; Implement administrative, technical and engineering procedures relating to testing and integration activities across on-site inspection (OSI) techniques and undertake configuration, essential services and troubleshooting routines including electrical, electronics and/or mechatronics tasks; Assist in the design and conduct of relevant tests in order to consolidate and integrate measurement equipment across OSI techniques (ground-based and airborne) and to develop automated processing routines for generated data sets; Implement procedures related to the calibration and maintenance of equipment for on-site inspection (OSI) techniques and document them in accordance with agreed practice; Contribute to the Sectionโ€™s work in the evaluation and acquisition of hardware and software; elaborate and fabricate special parts for their integration into existing systems; Draft and update, as appropriate, written support documentation on OSI techniques testing and integration including on planning, scheduling, preparing, testing, troubleshooting, and evaluating; archive and catalogue test data gathered by the Section, including spatial data; Monitor compliance and provide related support, regarding applicable regulations concerning the technical programmes of the Section including handling, use and storage of hazardous substances and radioactive material; Ensure the availability (on short notice) of functioning and calibrated OSI equipment through an electronic inventory for equipment acquisition, including testing, service control, usage and loan to and from internal and/or external entities (i.e. equipment database); prepare and arrange, as required, for major repairs and supplies; Support the equipment certification strategy, plans and procedures including the development and review of related technical documents; Participate in OSI activities involving inspection equipment certification and functionality checks, deployment and in-field support to inspection activities and techniques as well as training, tests and outdoor operational field activities and exercises organized by the OSI Division at the Technology Support and Training Centre, Headquarters or in the field which could be in remote areas, at short notice, and if necessary, for lengthy periods. Perform other duties as assigned.

Education

Completed secondary education and training in mechanical or electrical engineering or in a closely related field of relevance to the OSI techniques;

Work Experience and Qualifications

A minimum of 7 years of work experience in technical testing programs including operation of a technology laboratory, integration of sensor hardware and software for ground-based and airborne systems, use of computer aided design for system design and component fabrication, routine standard operation and calibration of technical instruments, and quality control of measurement systems; Extensive technical and operational experience in electronics and/or mechatronics as well as in database programming and handling; Experience and understanding of practical issues related to hazardous substances and radiation protection as well as to associated regulations; Driving license of at least B category is desirable;

Languages

Excellent written and oral communication skills in English are essential; Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
