FCV Coordinator- Operations Officer to be based in Abidjan (Cote dโ€™Ivoire)ย

The World Bank engagement in FCV situations and the FCV Group:

The demand for WBG expertise and operational engagement on FCV has increased over the last years, and it is expected to further grow in the period to come. The challenge for the WBG is to increase the impact of its engagement on FCV issues, by: (i) mainstreaming and scaling up FCV programs across the WBG; (ii) ensuring quality and impact, including by developing new, evidenced-based business models where needed; and (iii) strengthening partnerships with donors, UN, and other partners.

The FCV Group aims to steer and drive the FCV agenda within the WBG, and to ensure consistency, complementarity in approaches across the WBG. The FCV Group is led by a Director and is comprised of approximately 45 staff distributed across two separate units.ย 

The challenges of operating in an FCV environment:

In the context of the World Bank Group Strategy for Fragility, Conflict, and Violence 2020-2025, the WBG is making significant efforts to strengthen its ability to address such challenges. For the FCV Group, this includes: (1) ensuring support to operational teams, including by engaging directly, by facilitating peer-to-peer exchanges of experience, and by sharing innovative approaches and hard-earned lessons; (2) working with OPCS and other internal partners to review standard Bank processes and practices (e.g. related to security, the balance between project preparation and implementation support, use of new technologies, etc.); and (3) strengthening the knowledge and understanding of the overall FCV portfolio, and helping identify generic issues and reflect lessons learned to improve performance.

The FCV Group is structured into a Front Office and two units led by tagged managers, GTFS1 and GTFS2, which share the responsibility for supporting the implementation of the FCV strategy.

The FCV Group is currently recruiting the country coordinator to be based in Abidjan Cote dโ€™Ivoire country office and will cover Benin, Cote dโ€™Ivoire, Guinea and Togo. The selected country coordinators will report to the manager of GTFS2.

Roles and Responsibilities:

The Operations Officer will primarily act as a coordinator for FCV Groupโ€™s support on Cote dโ€™Ivoire CMU. Support will be provided in close coordination with other colleagues in the FCV group, those working in the same region, global practices, other corporate departments such as OPCS and DFI, and external partners and stakeholders, and last but not least, the CMU, which acts as the primary internal client for the FCV country coordinatorโ€™s work.ย 

Key responsibilities will include:

โ€ขย  Provide strategic leadership on the WBGโ€™s contributions to the FCV agenda and policy dialogue in the country, supporting country management and task teams in client engagement and dialogue on FCV related areas.ย 
โ€ขย  Lead or contribute to analytical work, with a particular focus on the Risk and Resilience Assessments (RRA), risk monitoring, and other FCV diagnostics and their integration into the development agenda and country engagement products (SCD, CEN/ CPF, PLR) in the country.ย 
โ€ขย  Provide support to the CMU as well as to task teams/work as task team member to help enhance the FCV responsiveness of the program and individual operations to the FCV challenges in the country, including reflecting in operational design and documentation findings and recommendations of the RRA, help improve quality at entry and strengthen supervision, providing support and experience-sharing on operational approaches and implementation arrangements used in FCV settings.ย 
โ€ขย  Play a lead role in supporting the CMU on accessing financing from the IDA FCV envelope, WHR, trust funds and FIFs (including SPF, GCFF, the FD MDTF), or other sources available to support the FCV agenda in the country and be the focal point for liaising with the government counterpart and coordinating these resources with other donors and financing sources.ย 
โ€ขย  Play a lead role in supporting the CMU on implementation of programming related to FCV linked financing (IDA, trust funds, or other sources), that may arise during the implementation of the country program. Lead the annual reviews of allocations under the FCV Envelope in case such allocation is available for the country.
โ€ขย  Play a lead role in supporting the CMU in managing partnerships with other actors, including political, security, NGOs/CSOs, and humanitarian actors, with a view to enhancing linkages with development activities, promoting coherent reform efforts, and getting results on the ground.ย 
โ€ขย  Play a lead role in supporting the CMU in monitoring conflict or crisis risks, monitoring and analyzing political and security developments, and assessing potential impacts on country engagement, bringing in global expertise as necessary and appropriate
โ€ขย  Coordinate other activities undertaken by the FCV Group in the country, including being the point person for forced displacement, implementation of the Geo-Enabling for Monitoring and Supervision (GEMS) tool, work on compound risks and crisis preparedness, or other priority areas.ย 
โ€ขย  Provide and consolidate comments from the FCV group on ASAs, operations and country engagement products, including attendance of review meetings (concept reviews, decision meetings, ROCs/ OCs, as applicable).ย 
โ€ขย  Contribute to knowledge management and learning activities on FCV, through knowledge exchanges, developing and sharing lessons learned, and supporting the delivery of knowledge and learning activities in the assigned countries and regions.ย 
โ€ขย  Provide support on FCV group strategic initiatives, analytics, and tasks in support of the FCV Groupโ€™s global priorities, as needed.

โ€ขย  Masterโ€™s degree in economics, law, social sciences, or another relevant discipline and at least 5 years of directly relevant experience.
โ€ขย  In-depth knowledge and experience working on FCV issues, especially in the respective country or region, including multidimensional aspects of fragility as well as working in conflict-affected situations; demonstrated experience applying this understanding to operations, analytical tasks, and strategy.
โ€ขย  Experience in strategy development, policy dialogue, and operations in FCV settings and on the FCV agenda; ability to link political analysis and operational implications; understanding of working with diminished client capacity and relevance of partnerships.
โ€ขย  Client focus and drive for results, including experience and skills in identifying and coordinating pragmatic approaches for operations in FCV contexts, looking for ways to help the client to achieve early results while maintaining a strategic approach, and identifying practical ways to design and implement longer-term responses.
โ€ขย  FCV behavioral skills and ability to demonstrate the mind-set needed for success in FCV settings (adaptability, resilience, determination, and sound judgment) and the ability to work in an insecure environment.ย 
โ€ขย  Candidates who bring direct personal and professional experience and background from diverse FCV or forced displacement affected contexts preferred.
โ€ขย  Excellent interpersonal and team skills, and ability to work with a range of stakeholders, including bilateral and multilateral partners, the private sector, and civil society.
โ€ขย  Strong organizational skills; ability to prioritize, to deal with frequent and unexpected changes, and to work within tight timeframes.
โ€ขย  Experience with Bank operations, policies, procedures and processes preferred.
