About this position

We are looking for a professional with technical and operational experience in the management, monitoring and evaluation of public policies, with an emphasis on the areas of job training, employment policies and social security. As an operations consultant for the Labor Markets Division (SCL/LMK), you will technically support the LMK team in order to comply with the development and monitoring of the activities of the Division's project portfolio in the Dominican Republic and the Bahamas, mainly, support to preparation and supervision of projects, preparation of technical reports, and all other activities that are subject to the scope of these Terms of Reference.

You will work in the Labor Markets Division, which is part of the Social Sector of the IDB. This team is responsible for promoting quality jobs with which to improve lives in Latin America and the Caribbean. Through our cutting-edge research and development projects, we work with the countries of the region to achieve an accessible labor market for all, a better prepared and more productive labor force, and pension systems that guarantee a dignified life in the old age.

  • Support the preparation of loan projects and technical cooperation in the areas of job training, employment policies and social security, identifying, organizing and analyzing different sources of information.
  • Coordinate activities related to the areas of support for companies and entrepreneurs, development of human talent, and laws and regulations to improve the functioning of the labor market and promote business growth.
  • Support information gathering activities to better understand country-specific labor markets in the regional context; develop communication and dissemination content that contributes to dialogue and origination of projects; and develop short documents and presentations for different audiences, government and Bank audiences.
  • Coordinate and participate in meetings and supervision missions, prepare the material required for these events, as well as support in the preparation of corresponding memory aids.
  • Review the quality and content of the information contained in the documentation submitted by the executing agencies, in relation to the specifications approved or requested by the Bank, as well as provide comments to them.
  • Review documentation of consulting conditions, review compliance documentation in order to provide technical and sectoral follow-up, support the updating of technical information on the implementation of projects in the different Bank systems.
  • Manage and analyze micro data that are inputs for sectoral work in the areas and countries mentioned.
  • Other activities on the subject that are required by the Sector Specialist.

    What you'll need

    Education: Masterโ€™s degree in Economics, Public Policy, Political Science, Project Management, Demography, Data Science or other fields relevant to the responsibilities of the role.

    Experience: At least 5 years of relevant experience in design and/or project management, preferably in Latin America and the Caribbean and/or international organizations. At least 2 years of experience will be valued in: (i) labor intermediation issues, labor information systems, and skills training; and (ii) management of massive data, modern applied econometrics methodologies, and micro analysis linked to labor market issues.

    Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

      Requirements:

      • Citizenship: You are a citizen of one of our 48-member countries.
      • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
