leading the development of strategic bids for the US Government (USG) guiding an effective, successful bid process that leverages the US office as well as other Action Against Hunger offices around the world. The incumbent will effectively work with all parts of the organization including human resources, finance, compliance, and communications to ensure all support services are engaged in the proposal development process. In this capacity, the incumbent may serve as the primary proposal manager or a member of the proposal team. All members of the business development team are responsible for working closely with all internal programmatic departments to track, research, resource, and submit high-quality bids on Action Against Hunger’s most important USG projects. The incumbent will also play a key role in supporting the organization’s knowledge management of business development and institutional donor information, such as monitoring the organizational forecasts, pipeline, and related donor trends.

Officer, Business Development

· Purpose: Support business development strategy for USG opportunities, guiding and coordinating pre-positioning activities and proposal development teams, ensuring clarity of roles and responsibilities, high quality, and timely inputs.

· Engagement: Contribute to the organization’s fundraising efforts as it relates to competitive USG. Support pre-positioning efforts with key partner organizations with whom we can forge strategic partnerships, and consortia. Liaises with country teams, the Horn and East Africa regional office (HEARO), the Technical and Award Management teams to conduct donor mapping, analysis, and deliver high quality and successful proposals.

· Delivery: Support the Business Development team in the design of our business development strategy for USG opportunities, including leading with the input/monitoring forecast and pipeline data, developing tools and processes to improve the business development cycle, development of concept notes, proposals, budgets, teaming agreements, partner due diligence, etc.

II. Specific Duties and Responsibilities:

· Inform and make bid recommendations on all USG opportunities.

· Oversee prepositioning, proposal development, proposal pricing, production, and submission of USG-funded proposals, ensuring that proposals meet funder specifications and deadlines and quality standards.

· Identify proposal teams, outlining roles and responsibilities for each team member as appropriate.

· Support recruitment of key personnel for proposals, including drafting the job description, narrowing candidates, and participating in interviews.

· Develop, communicate, and enforce quality standards for proposals; facilitate development, dissemination, and training of toolkit elements including capture strategy tools and checklists.

· Monitor potential new business opportunities, marshaling decisions on which opportunities to pursue, in close coordination with other Departments; identify donor trends and new avenues for funding Action Against Hunger network activities.

· Track and report business development elements pertinent to strategic must win USG opportunities.

· Support the management of the USG forecast, pipeline, and relevant data to track organizational financial health and future projections.

· Support the creation of a file management system for Action Against Hunger’s Business Development activities.

· Provide advice on funding and collaboration opportunities with USG donors (in particular USAID -including BHA-, PRM, and CDC) to the Action Against Hunger International Network.

· Work with the Awards Management team to manage the relationship with USG Donors in Washington DC, in particular USAID and BPRM.

· Provide training/mentoring to HQ and field-based staff on proposal development, strengthening the ability of technical and country program leaders to be effective in new business development.

· Structure and manage a consortium of institutional partners for proposal development and submission, particularly for complex, large-scale programs.

V. Physical Demands

· While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. The employee must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

VI. Working Conditions, Travel and Environment

· The duties of the job require regular job attendance at least two days per week. Employee must be available to work outside normal office hours, or on the weekends, as required to meet deadlines.

· The Employee must be able to travel as required for standard domestic and international business travel, as well as to the country offices. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

· Bachelors or master’s degree

IX. Required Skills & Experience

· Minimum of 4 years of relevant business development institutional experience (or equivalent).

· Successful track record in USG proposal writing and production for public sector donors.

· Demonstrated skills organizing teams to produce high-quality proposals on a tight deadline.

· Proven successful track record with proposals to USAID and other large donors.

· Experience with USAID/BHA is preferred.

· Thorough knowledge and understanding of USAID policies/procedures.

· Technical knowledge of nutrition, health systems, food security and/or WASH programming is a plus.

· Ability to sustain interpersonal and professional relationships with internal colleagues and contacts in donor and peer organizations.

· Excellent planning and resource management skills.

· Excellent written and oral communication skills, including the ability to effectively present complex ideas to diverse audiences.

· Ability to multitask with ease and grace, balancing and adapting to frequently changing priorities.

· Advanced negotiating and conflict resolution skills.

· High proficiency in working with finance team to support development of a budget.

· Ability to willingness to travel overseas, up to 20% of the time

· Fluency in French and/or Spanish is desired.
