Organizational Setting

The National Technical Officer (NTO) (NCDs and Mental Health) will work under overall guidance of WHO Representative and direct supervision of the National Professional Officers responsible for Non-communicable Diseases and Mental Health. NTO- NCDs and Mental Health will be based at the WHO country office in Yangon. The incumbent coordinates activities in the designated areas but does not have direct supervisory or managerial responsibilities.

The NTO- NCDs and Mental Health will provide support to implementation Mental Health and Psychosocial Support (MHPSS) activities, including community based integrated NCDs care under NORAD- NCDs project in line with National Health Plans, WHO Myanmar WorkPlan 2024-2025 and Myanmar Sustainable Development Plan (2018-2030). Routine tasks are performed independently with detailed guidelines.

Major Duties and Responsibilities

1.ย ย ย ย ย ย  Assist the National Professional Officer (NCDs and Mental Health) in management of four major NCDs and Mental and Neurological Health, programs under WHO work plan 2024-25, monitoring and supervision of projects including NORAD supported NCDs prevention and care programs

2.ย ย ย ย ย ย  Assist in communicating and working with NCDs, Mental Health ย and Psychosocial Support ย stakeholders across ministries, UNs, national and international agencies, NGOs and civil society groups to facilitate networkingย  to identify mental health and psychosocial health priorities and to prepare regular reports to share with stakeholdersย 

3.ย ย ย ย ย ย  Communicate with and support implementing partners (IPs) of above-mentioned programs to facilitate implementation of projects, collect project related data, information, compile and analyze documents. Prepare program reports and update to NCD team.

4.ย ย ย ย ย ย  Assist in coordinating involvement of NCDs and mental health stakeholders and implementing partners to support the implementation of the NCDs program with assistance from regional office and international experts, as required.

5.ย ย ย ย ย ย  Assist to enhance integration of mental health service into primary health care and other programmatic areas- non-communicable diseases, communicable diseases (TB, HIV), RMNCAH and emergency services in aligning national priorities, WHO Mental Health Action Plan, Mental Health Gap Action Programme (mhGAP), and other WHO guidelines.

6.ย ย ย ย ย ย  Contribute to the training and capacity building in area of MHPSS and service delivery.

7.ย ย ย ย ย ย  Provide technical support to develop advocacy and capacity building tools, instruments, guidelines, indicators for monitoring and supportive supervision and assessment for the programs

8.ย ย ย ย ย ย  Organizing and conducting program-related meetings, trainings and workshops.

ย  ย  ย  9.ย ย ย ย ย ย  Provide support on any other tasks, related to the NCDs program as required by the supervisor.

Work Relations and Partnerships

The National Technical Officer provides technical support to NPO (NCDs and MH) for Integrated community based NCDs and Mental Health. NTO needs to coordinate with NCDs and MH project focal points. NTO needs to work with respective teams from WHO country office, Myanmar and to support both WHO team and project teams to achieve objectives outlined in the scale-up plan for NCD-NORAD project activities at states and regions level across the country.

NTO is liaison and focal point for different partners working mainly for NCDs prevention and control within and beyond health sector. The level of liaison involves mainly receiving and providing data, answering queries, or finding solutions to general problems. Furthermore, the incumbent can provide recommendations on activities based on analyses carried out.

Impact of functions

The National Technical Officer responsible for facilitating the implementation of activities outlined under WHO NCDs, Mental Health and Rehabilitation work plans.

WHOโ€™s work with the MOH and other implementing partners on NCDs prevention and control, mental and neurological health, and other health related projects etc. control in the context of broader on non-communicable diseases (NCD) programme, including implementation of activities will be accelerated.

The functions support the multi-sectoral collaboration for NCDs and mental health as well as increase stakeholder support to achieve a collaborative and smooth implementation of these plans.ย

Qualifications

Educational background

Essential: Medical degree, certificate or equivalent professional training and/ or self-study/ working experience in mental health or related fields

Desirable: Postgraduate degree in Mental Health or Public Health/ related field

Professional experience and knowledge

Essential: Good track records of at least five years in Public Health and experience in Mental Health And psycho-social support

Desirable: Demonstrated experience on project implementation, monitoring and evaluation. Working experience with UN, International/Local NGOs will be an asset

Language Skills

Proficiency in English and Myanmar Language
