The International Water Management Institute (IWMI), a CGIAR Research Center is looking for a qualified, self-motivated, and dynamic candidate to join IWMI's office in Laos as National Researcher - Social/Political scientist.

Under the supervision of the Country Representative, the national social/political scientist will oversee on policy/political economy analysis of food, land and water policy coherence and tradeoffs on behalf of the National Policy and Strategy (NPS) initiative. The successful candidate will have experience in gender and social inclusion and be expected to convene thematic seminars across food land and water policies e.g., on crisis response, policy impact assessment, policy tracking etc., and engage with/convene a community of policy practice. The post holder will also oversee on IWMI\u2019s involvement in the irrigation sub sector working group.

DUTIESANDRESPONSIBILITIES:

Conduct research on policy coherence utilizing political economy approaches, and facilitate through workshops, meetings and presentations, effective partnership and co-learning and evaluation among its members. Policy liaison and contribute to national policy think tanks and policy formulation bodies. Convene policy seminar series ensuring the inclusion and effective participation of a wide range of stakeholders at the appropriate level. Conduct secondary data collation, literature synthesis, interviews, and other research activities. Facilitate and assist the organization of project outreach activities, capacity building through dialogues and policy platforms (e.g., national and regional stakeholders and research partners, including the private sector). Document research outputs \u2013 Compile and analyze data and contribute to scientific publications, policy briefs, research papers, case studies, reports, briefs, presentations and other forms of science outputs and more general materials for dissemination to wider policy and public audiences. Carry out other project and research related activities as required.

Requirements

Educational Qualifications & Experience:

PhD or Masters plus commensurate combined educational and professional experience in political science, development studies, human geography, sociology, development economics, or closely related field relevant to water resources management, agricultural development and natural resource governance. Minimum Five (5) years of related work experience in policy and practice.

Knowledge, Skills & Abilities:

Excellent social and or political science research data collection skills and demonstrated ability to perform in-depth analysis of qualitative and quantitative data and report the results. Lao national and in experience on Lao policy processes and agenda setting. Experience in presenting research results to wider audiences essential and contributing to scientific publications a distinct advantage. Experience conducting desk and field-based research utilizing political economy type approaches. Confidence speaking in English and strong written English skills. Ability to work in multidisciplinary teams and build strong working relationships with a range of key stakeholders, especially in government agencies, national universities, international agencies, media, and civil society organizations. Advanced knowledge of all main MS Office applications. Capacity to manage a workload comprising multiple tasks and to deliver high quality outputs on time, whilst ensuring attention to detail. Ability to be bring a creative and proactive approach to tasks, to work to own initiative and to require minimal supervision. Travel: Must be able and willing to travel as required.

This is a nationally recruited position and only candidates who are eligible to work in Lao PDR will be considered. The duration of the contract will initially be for a period of two-years with the possibility of extension.
