Background:

The work of the Programme Office in Bishkek focuses on a range of security issues including countering terrorism, border security and transnational threats such as human trafficking, to developing the countryโ€™s regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies. Within this context, the Politico Military Department, which implements the project, covers a broad variety of tasks related to transnational threats and law enforcement co-operation, with an emphasis on security sector governance, the fight against terrorism and violent extremism, and the fight against organized crime and drug trafficking.
The post is located in the Politico-Military Department (PMD) within the OSCE Programme Office in Bishkek. It is an extra-budgetary (ExB) post within the project โ€œReducing risk of illicit small arms and light weapons, ammunition and explosives proliferation across border of Kyrgyz Republicโ€ that is currently envisaged to last three and a half years (January 2023 โ€“ June 2026).


Tasks and Responsibilities:

Under the overall supervision of the Project Officer, the successful candidate will be tasked with the following duties:

Supporting project implementation through all steps of the project cycle, by assisting in needs analysis and formulation of project outcomes, outputs and activities, including forecasting of budgets, implementing project activities through participation in the selection and oversight of consultants, implementing partners and vendors; Conducting research, collating, synthesizing and presenting data and information in a required format from readily available sources on combatting illicit trafficking of SALW, CA and explosives for Kyrgyzstan and more broadly on Central Asia, co-ordinating, assembling and editing basic data required for planning and negotiation, in format dictated by agenda or supervisorโ€™s instructions as well as checking project documents for clarity, consistency and completeness; Preparing working documents and background material pertaining to issues addressed through project outcomes and outputs, including spot reports, talking points, concept notes, agendas, summaries, and providing substantive input to project progress, implementation and evaluation reports; Describing and presenting progress of ongoing project activities, investigating designated project outputs, discussing findings with supervisor to identify implications for the work of the unit, discussing rationale and context of project activities, considering the alternative methods for project design, management, problem identification and problem resolution as well as maintaining institutional memory or other documentation systems to record programme and project history and ongoing activities; Arranging co-ordination meetings, workshops, training, discussion fora, sessions, briefings, visits, publications and related activities for visitors, missions and counterparts, including provision of guidance on related administrative matters; Establishing and maintaining relations with national stakeholders, ensuring co-ordination of planning and conduct of the project with key partners inside and outside the Organization, project beneficiaries and donors to promote dialogue and best practices as well as to inform about BS activities.

Necessary Qualifications:

First-level university degree in in political sciences, social sciences, or public administration, supplemented by additional special training in customs and border management. A minimum of two (2) years of professional experience in the field of security sector and politico-military affairs in relevant national and international contexts, with obligatory military, police or customs service background; Demonstrated progressively responsible experience in project management, in particular managing complex projects; Demonstrated thematic experience developing, implementing and evaluating policy, projects and activities in the field of security related to SALW and Border Management; Experience in managing teams is an asset; Demonstrated experience in relationship building with and fostering co-ordination among as well as negotiation and liaising with project stakeholders such as national authorities, international community and civil society; Working experience in Kyrgyzstan and/or Central Asia is an asset; Computer literate with practical experience in Microsoft Office and project/task management software applications; Ability to work with people of different nationalities, religions and cultural backgrounds; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Proven ability to compile and analyze information of a political-military and security nature; Holding a valid driverโ€™s license; Professional fluency in English with excellent communication (both oral and written) skills; professional fluency in Russian would be an asset; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.


Remuneration Package:

Monthly remuneration, subject to social security deductions is 1569.41 Euro/month. Social benefits will include OSCE participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale.
