Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. Introduction

The ILO-Japan Achieving reduction of child labour in support of education: Programme to reduce the worst forms of child labour in agriculture (hereinafter referred to as โ€œthe Programmeโ€) is an ILO programme aiming to reduce child labour in agriculture and education with a particular focus on the Worst Forms of Child Labour in South East Asia, funded by the Japanese Government. The Programme aims at eliminating child labour in two countries โ€“ Myanmar and the Philippines. The Programme also aims at targeting hazardous sectors, where child labour is found. The Programme is managed by a Chief Technical Adviser (CTA) based in ILOโ€™s Regional Office for Asia and Pacific in Bangkok, Thailand. In each country, a National Programme Coordinator implements the country component of the programme together with project partners and constituents. The projectโ€™s overarching goal is the reduction of the worst forms of child labour in the agricultural/rural communities in selected zones. In order to reach this ultimate goal, the project interventions in Myanmar and the Philippines are designed to broadly cover: (i) child labour reduction through improvements in the education services and opportunities; (ii) economic empowerment and social mobilization of farming communities; and (iii) improvement of the regulatory framework and institutional development for the elimination of child labour. In both countries, emphasis will be on children in the post-conflict/conflict zones (in agriculture and rural communities), as child labour is prevalent in these environments and circumstances.

In Myanmar, in response to the devastating March 2025 earthquake in central Myanmar, the project will expand its scope to address both conflict- and disaster-related vulnerabilities. This includes supporting decent work recovery, preventing forced and child labour, and reinforcing community-based mechanisms that protect rights and foster long-term resilience. In addition. The interventions in Myanmar also include targeted post-disaster responses that integrate child protection, community resilience, and decent work interventions.

The National Project Coordinator (NPC) will lead the day-today implementation of the project in Myanmar and the realization of the projectโ€™s outputs at the national level. The NPC will work closely with ILO constituents and other stakeholders, identify and monitor the work of implementing partners, coordinate with other relevant and related ILO projects, and promote the work of the ILO in Myanmar.

Reporting lines

The National Project Coordinator will be based at LO Yangon and will report to the Liaison Officer for Myanmar. He/she will also work under the technical supervision of the Chief Technical Adviser of ILO-Japan Programme and will receive regular guidance and supervision from the projectโ€™s Technical Specialists based in Decent Work Technical Team (DWT) Bangkok.

The NPC will work under the administrative supervision of the ILO Yangon and will work in close collaboration with other ILO staff members in ILO Yangon and the ILO-Japan Programme Team in Bangkok.

Description of Duties

Main duties and responsibilities

Lead the project timely implementation, monitoring and evaluation through management functions, including provision of technical and administrative supervision to the project team in line with the ILO policy, rules and regulations and according to the final project document and work plan.

Contribute proposals for programme/project development and draft portions of programme and budget proposals, project proposals, programme background, country strategy papers, objectives and project reviews and evaluation. Monitor progress of ILO programmes, projects and activities, by reviewing, verifying and analysing work-plans, progress reports, final reports and other data for clarity, consistency and completeness. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.

Identify problems, propose solutions and action and follow-up with relevant departments at headquarters and regional office, executing agencies, constituents and other organizations to expedite implementation and meet targets.

Provide or ensure access to legal and policy advice to the social partners on issues related to the effective implementation of the fundamental principles and rights at work, with a particular emphasis on child and forced labour. Organize training programmes and awareness raising activities to improve understanding on fundamental principles and rights at work.

Ensure the delivery of quality technical inputs, including qualitative and quantitative research in line with ILO core conventions on fundamental rights at work.

Establish and develop knowledge management system covering technical activities under the project, including other economic and social issues of relevance to the project.

Represent the project in various fora, under the guidance of the ILO Liaison Officer.

Develop and maintain strong links with ILO specialists within the ILO Decent Work Team in Bangkok, and other colleagues in the field and HQ, on specific technical areas requiring comprehensive and collaborative interventions.

Periodically report, monitor and facilitate the evaluation of all projectโ€™s components according to the projectโ€™s document and work plan. Prepare required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor.

Responsible for the effective administrative management of the project, including guidance and supervision of the personnel assigned to the project.

Ensure high-level communications to increase projectโ€™s visibility at the national and international levels. This includes the responsibility to liaise with the UN country team, and other key stakeholders, to ensure effective coordination with relevant national strategies and related technical projects. Under direct guidance of LO Yangon, maintain relations with mass media and concerned media groups in order to increase the impact of the project in society as a whole.

Other related duties as assigned.

Required qualifications

Education

First level university degree in law/public policies, development studies, human rights or a relevant field.

Experience

At least two years of relevant experience in project management and implementation of grant/cooperative agreements

Technical requirements: Sound knowledge of reduction of child labour in support of education with a particular focus on the Worst Forms of Child Labour in South East Asia โ€“ Myanmar.

Languages

Excellent Myanmar and English language skills.

Competencies

Knowledge of child labour, social and economic development, and human rights issues. Demonstrated ability to manage technical co-operation projects of international organizations. Ability to interpret programme information and to identify and analyse problems with implementation. Ability to establish and maintain systems within project operations. Ability to understand and effectively work with Government, workersโ€™ and employersโ€™ organizations, non-government organizations and UN agencies. Clear commitment to mainstream gender into project activities. Ability to lead and work in a team and good interpersonal relations. Ability to train and guide personnel. Ability to work under time pressure and meet deadlines. Ability to work in diversified environments. Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office Ability to work independently with a minimum of supervision. Understanding of gender equality, gender mainstreaming and equal opportunity principles and approaches. Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
