ย Context Under the overall supervision of the Head of Officeย and direct supervision of the Partnership Manager and in close collaboration with the relevant units at the Regional Office and Headquarters (HQ), the National Monitoring and Reporting Officer will be responsible and accountable for supporting the coordination and facilitation of donor and institutional reporting in the fields of migration management, emergency response, as well as assisting with liaison activities with counterparts in the government, UN agencies and other relevant stakeholders in line with IOMโs regional ย and ย countryย strategies. The National Monitoring and Reporting Officer will also supportย aspects of projects, programmes, strategies of Monitoring and Evaluation (M&E),ย the development and implementation of the M&E systemย to strengthen monitoring and evaluation activities, data collection and analysis, reporting, to facilitate learning and recommend continuous improvements, where necessary.ย
- Support the endorsement process for concept notes and project proposals. Support the Project Managers in drafting donor reports in close coordination with relevant units in the CO and RO in line with IOM policies, standards and internal procedures.
- Support capacity building and training activities in the field of programme development, donor and institutional reporting and the roll-out of the Strategic Results Framework (SRF) for COโs staff.ย
- In support of knowledge management, maintain accurate, updated and pertinent records of all correspondences, donor and institutional reporting files, and related information in IOMโs relevant software application.
- Support units with Monitoring and Evaluation activities to facilitate comprehensive and detailed coverage of project, programme, strategy of M&E activities through all stages of implementation.
- Collaborate with IOM units, Implementing Partners and UNCT on both quantitative and qualitative monitoring aspects to provide relevant information for performance management and evaluations of project, programme, strategic activities for complying with regular reporting requirements.
- Participate in activities with external partners, UN and donors to facilitate access to M&E data to stakeholders. Undertake regular travel to the field in coordination with relevant IOM staff and/or partners to support implementation of M&E and to discuss corrective measures when needed.ย
- Keep abreast of internal framework for Monitoring, Evaluation, Accountability and Learning (MEAL) and Results Based Management (RBM) developments to maintain compliance with processes and strategies such as the Country and Regional strategies, IOM Institutional Questionnaire (IQ), IOM global M&E strategy, Strategic Results Framework (following IOM Global Vision), regional M&E planning tools and PRIMA-for-all standards.
- Perform such other duties as may be assigned. Education
- Masterโs degree in international relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution; or,
- Bachelorโs degree in the above fields with two years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database. ย Experience
- Experience in supporting results-based project reporting, technical writing and editing, preferably in the international development/humanitarian sector; and,
- Work experience in donor relations and grant management for specific donors of IOMโs interest will be an advantage.ย Skills

- Strong knowledge of monitoring and evaluation concepts, approaches and methodologies;
- Confirmed experience in donor report writing in humanitarian and/or development settings;ย
- Experience with Results Based Management approach and other strategic planning approaches;
- Strong analytical and planning skills; capacity to establish working relationships with governmental authorities, national and international institutions and Non-Governmental Organizations;
- Ability to work effectively and harmoniously with colleagues from varied cultures and professional background;
