Background:
The overall objective of the project is to support the improvement and implementation of anti-trafficking policies and approaches, and to enhance the implementation of the newly endorsed National Referral Mechanism (NRM) for victims and potential victims of trafficking. To achieve this objective, the OSCE Presence in Albania (here and after the Presence) will support the Ministry of interior to further improve the anti-trafficking polices and NRM implementation, including areas such as trafficking for labor exploitation and technology-facilitated human trafficking.
Objective of Assignment:
The Presence seeks to engage national anti-trafficking experts to support the improvement of the anti-trafficking policy framework and their implementation, including the technology-facilitated human trafficking.
Duration of Assignment:
The consultancy is envisaged for the period September - November 2023.
Tasks and Responsibilities:
Under the supervision of National Anti-Trafficking Officer, the experts will perform the following tasks:
Consult with stakeholders and conduct desk research on the needs of institutions focusing on improving the anti-trafficking policy framework and NRM implementation, technology-facilitated human trafficking and exploitation.
Assess the legal framework and relevant institutions capacity, as well as co-operation among state and local authorities.
Support the development of anti-trafficking polices, including action plans and NRM implementation.

Deliverables:
Draft anti-trafficking policy, i.e. action plan and/or technology-facilitated human trafficking framework
Necessary Qualifications:
University diploma or equivalent to a university degree on Law, Security, Social Science, or information technology and/or cybercrime. In-depth knowledge of international legal standards on combating trafficking in human beings, including expertise in areas of legal research and policy development. A minimum of five years of experience as researcher and/or consultant related to anti-trafficking issues and legal framework in Albania, (including technology facilitated THB). Minimum of 5 yearsโ experience in research and drafting Policy Framework on issues related to trafficking in human beings, including technology facilitated or cybercrime in state institution or international organization. Previous experience working with international organizations on projects related to trafficking in human beings and/or technology facilitated, or cybercrime would be considered an added value.
Professional fluency in English with excellent communication (both oral and written) skills; professional fluency in Russian would be an asset; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
