Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

    Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

    *Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 29738 (JOD) yearly.

    Introduction

    More than a decade into the Syria crisis, Jordan continues to be at the forefront of one of the worst humanitarian and forced displacement crisis in modern history. In response to the challenges Jordan faces as a main host country of an estimated 1.3 million Syrian refugees, the PROSPECTS partnership brings together the expertise of the International Finance Corporation (IFC), the International Labour Organization (ILO), the UN Refugee Agency (UNHCR), the UN Children's Fund (UNICEF) and the World Bank with support from the Kingdom of the Netherlands, to address multiple dimensions of the displacement crisis. In addition to Jordan, the PROSPECTS partnership is being implemented in seven other countries affected by forced displacement, including Egypt, Ethiopia, Iraq, Kenya, Lebanon, Uganda, and Iraq.

    PROSPECTS interventions align with national strategies and have a longer-term goal of supporting human development through wider access to quality education, skills, and learning, increased economic and employment opportunities, and enhanced protection (including social protection) mechanisms.

    Aligned with its Decent work Country Programme (DWCP), the ILOโ€™s competitive advantage in the partnership in Jordan makes it well placed to support: the creation of livelihoods opportunities and the transition to formal employment for Jordanians and Syrian refugees; and promotion of labour protection for all workers. It is doing so by: supporting the development of market relevant skills; enhancing career guidance and employment placement services, promoting micro, small and medium sized enterprises (MSMEs) and cooperatives in critical and emerging sectors with potential for decent job creation; fostering an enabling regulatory environment for labour protection; and supporting the expansion of social protection to vulnerable groups of workers.

    The National Employability and Employment Officer (NOA) will be responsible for the implementation of interventions on career guidance and employment services that support transition to the labour market. Special emphasis will be placed on promoting transitions to employment through wage or self-employment in emerging sectors, such as green and digital economy that have the potential to attract young people.

    Reporting Lines

    The National Officer will work under the direct supervision of the PROSPECTS Regional Chief Technical Adviser for Jordan, Lebanon, and Iraq based in the ILO Regional Office for Arab States in Beirut. S/He will be part of the Jordan PROSPECTS project team based in Amman and will work closely with all the project team members, particularly the Skills Technical Officer to ensure complementarity of activities. The incumbent will also receive technical guidance from ROAS Senior Employment and Skills Specialists, as needed.

    Description of Duties

    1. Prepare and update regularly the component and interventions related to career guidance and job search of the project work plan, monitoring plan and technical progress reports. Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities.

    2. Support research on labour market needs assessments to better understand existing and emerging job opportunities, particularly in the green and digital economy, which will turn better inform the career guidance interventions.

    3. Ensure delivery and monitoring of quality technical inputs under the component related to post-training support, job search, career guidance, and employment services that support transition to the labour market in line with the workplan.

    4. Prepare and conduct seminars, workshops, and consultative meetings, and implement capacity building interventions for selected local partner organizations and trainer networks to roll out ILOโ€™s training tools and manuals on post-training support, career guidance and entrepreneurship.

    5. Maintain close cooperation and coordination with government, employers' and workers' organizations in the planning and implementation of activities related to employment services support under the PROSPECTS project;

    6. Develop contacts and conduct - in close collaboration with the PROSPECTS Skills Technical officer- visits to private enterprises to understand the current and evolving employment opportunities they have and skills they are searching for.

    7. Liaise closely with PROSPECTS partners, other UN agencies, related ministries, and implementing partners, and represent the ILO in PROSPECTS meetings on employment services, and job promotion.

    8. As needed, analyse and prepare background information, technical inputs about the relevant project component that feed into reports, presentations, advocacy materials produced by the PROSPECTs project.

    9. Assist in drafting follow-up phases of the project and provide the necessary support for related fund-raising initiatives.

    10. Undertake any other duties or tasks requested by the PROSPECTS CTA as needed.

    Required qualifications

    Education

    First level university degree in, Economics, Development Studies, Social Sciences, or other relevant field. Advanced Degree in a related field is an asset.

    Experience

    Minimum 2 years of relevant professional experience at the national level implementing and/or supporting work related to career guidance and employment services and MSMEs support.

    Prior experience, including with the UN and international organizations in designing and implementing youth employment projects in green or digital economy is a strong advantage.

    Languages

    Excellent command of written and spoken English and Arabic.
