Background:

The OSCE Programme Office in Dushanbe promotes the implementation of OSCE principles and commitments, as well as the co-operation of the Republic of Tajikistan within the OSCE framework in all three dimensions. It is involved in a wide range of activities, ranging from counter-terrorism and border management projects to supporting cross-border markets and free economic zones, human rights, media development, and legal reform initiatives.


Tasks and Responsibilities:

Under the overall supervision of the Head, Economic and Enviromental Department, the successful candidate will be tasked with the following duties:

Undertaking researches for environmental information on ongoing issues in Tajikistan from all available sources, including media monitoring, contacting relevant Environmental bodies (parliamentary committees) to identify information relevant for all Environmental activities and following relevant issues on an ongoing basis and preparing synthesis reports for relevant bodies; Communicating and coordinating internally on all matters related to the Environmental Dimension with all Programmeโ€™s Units, and externally, with NGOs, local and national authorities, international organizations, and the OSCE OCEEA in Vienna as requested by the supervisor. Making proposals on Environmental projects by ensuring that the POiD policies and programmes are upheld and implemented; Monitoring implementation of POiD Environmental projects, through regular visits, review of financial and programmatic reports and project deliverables. Producing project evaluation reports. Providing implementing partners with suggestions on how to improve performance. Responsible for approval of project budgets and narrative reporting. Providing assistance to implementing partners in project management and financial planning through meetings and in writing; The incumbent primarily making evaluation of project proposals submitted to the PoiD on Environmental issues, assessing strengths and weakness and providing the Head, Economic and Environmental Department with written recommendations on which proposals fall within the POiD Environmental strategy and should be considered for funding. The incumbent will use knowledge of the Environmental situation and the needs for its development, local capacities to implement Environmental projects to make these assessments. The incumbent will work with potential implementing partners on work plans, budgets and timelines, translating documents not submitted in English; On behalf of the Environmental Dimension, attending international and local seminars, meetings and conferences on Environmental issues and report on the conclusions reached and recommendations made; Liaising the Environmental Unit activities with OCEEA in Vienna, as well as with other donors in Tajikistan, with or in the absence of the Head, Economic and Environmental Department.

Necessary Qualifications:

First-level university degree in Social or Natural Sciences; At least two years of professional level experience preferably in international organizations and thorough knowledge of the environmental issues in Tajikistan; Practical experience in the field of environment, design and project management; Familiarity with legal frameworks, policy and planning process in and (knowledge on legal frameworks and policies on environmental issues in Tajikistan will be an advantage); Experience in development and conduction of capacity building or training activities (at professional level); Familiarity with the OSCE system, multi-and bilateral donors, water and environmentally related NGOs, relevant academic institutions, etc. an asset; Computer literate with practical experience with windows and Microsoft applications (Internet, MS office), knowledge of IRMA system is an asset; Excellent written and oral communication skills in English, Russian and Tajik; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.


Remuneration Package:

Monthly remuneration, subject to social security deductions, is 1,169.58 EUR. Social benefits will include participation in the medical insurance scheme and the OSCE Provident Fund.
