UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for theimplementation of environmental policy, and strengthening the environmental managementcapacity of developing countries and countries with economies in transition. UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division'sOzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonActionโs Compliance Assistance Programme(CAP) provides a range of services and project implementation support to assist thosecountries. As part of the latter, the Latin America CAP team provides technical assistancefor the control of trade of HCFC and HFC-based substances and equipment, as part of theactivities for the HCFC Phase-out Management Plan (HPMP, stage III, 1st tranche).In reference to UNEP OzonAction Clearinghouse mandate under Article 10 of the MontrealProtocol and the 2025 UNEP Business Plan and CAP's budget, the OzonAction Branch isproviding information services and legal/policy and technical advice for National OzoneOfficers (NOUs) and other stakeholders. In line with national legal/regulatory frameworks, the Government of Chile, through itsNational Ozone Unit (NOU), has requested UNEP as the cooperating implementing agency of the HPMP, stage III and the KIP Stage I, First Tranche respectively, to support the hiringof a consultant. The aim is to develop audio-visual materials to support the development ofthe HPMP and KIP activities, and to enhance the capacities of the National Ozone Unit andthe National Customs Service in Chile, oriented to the HCFC and HFCโs reduction andcontrol, by developing videos and media content. The consultant will receive overall and day-to-day supervision from the OzonAction Regional Network Coordinator for Latin America. Qualifications/special skills1.2 Qualifications / special skills or knowledge ACADEMIC: - Tertiary/University degree in journalism, marketing, design, or equivalent areas. Required - Postgraduate studies in audio-visual production, documentary filmmaking, or equivalent areas.Desirable PROFESSIONAL: - Five years of experience in the development of audio-visual materials to support capacitybuilding activities. Experience in educational, promotional, and advertising videos, and experience in production for television programs. Required - Knowledge of the organizational structure of the public sector of Chile and competent authorities for the environment. Desirable - Knowledge about the work carried out within the framework of the Montreal Protocol, its working mechanisms, and the language associated with capacity building and awareness raising. Desirable Proficiency in the use of professional supplementary video recording equipment, such as stabilizer, drone, etc. as well as related post-production software. Knowledge in the use of professional digital video recording equipment, management of photography and lighting for audio-visual productions; Proficiency in the use of professional editing and post-production software Ability to handle high workloads and short production deadlines.Highly desirable Ability to work well in diverse team environments and graphic design experience.
